OBJECTIVES OF THE PROGRAMME
The WHO Global Service Centre (GSC) provides client-oriented administrative services to all staff and all WHO offices worldwide in the respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre Support Office (CSO) is to provide the swift and reliable delivery of a comprehensive array of services to all GSC and IDT-KL staff based in the Centre, in the following areas: budget and finance, administration, human resources, business operations and medical services. The Administrative Services of the Centre (ACS) is responsible for the delivery of administrative support and services to the GSC.
DESCRIPTION OF DUTIES
Under the supervision of the Operations Specialist (OS), the incumbent shall perform the following duties:
1. Maintains, updates and improves the Standard Operating Procedures (SOPs) on security and emergency procedures including the fire and safety evacuation plan in the building;
2. Reviews the security and safety situations at the Centre in all areas of operation and recommends measures for improvement;
3. Maintains the fire and zone warden roster and oversees yearly trainings of all wardens, security personnel, contractual staff and cleaners in collaboration with the Fire Bureau and relevant offices;
4. Updates the staff information database through the Staff Information System (SIS) and prepares reports for a timely submission to United Nations Department of Safety and Security (UNDSS) office;
5. Maintains and updates data required for the web-based system for SMS broadcasting and ensures that a regular test is done to ensure the effectiveness of this facility;
6. Conducts regularly communication tree exercises, takes necessary corrective actions from lessons learnt for improvement;
7. Assists the Operations Specialist in conducting briefings for newly recruited staff on emergency procedures and in the implementation of emergency requirements such as organizing fire drills;
8. Issues badge and access cards and updates the staff records on the HID Badge System to ensure that all access cards issued are accounted for and access to restricted areas are only given to authorized staff;
9. Liaises and maintains contact with UNDSS, concerned government agencies and private organizations, to gather information and assist the Operations Specialist in preparing situation reports in case of civil disturbances and security situations;
10. Coordinates investigations into any security related issues and prepares the necessary documentation;
11. Verifies and tests surveillance security camera and proximity card access system and ensures that proper back-up of data is made on a monthly basis;
12. Creates communication materials including blog posts and key messaging for various platforms, especially those used by WHO. Updates social media content and craft stories for channels such as Facebook, LinkedIn, and YouTube. Helps disseminate materials/content/messages to WHO broadcasters and print media;
13. Regularly updates the media contact list and the GSC internet and intranet content. Assists in communications, event planning, media outreach, and multimedia production. Enhances GSC's visibility with media outreach and multimedia support, particularly to attract qualified talent locally. Suggests, designs, and organizes internal GSC events, such as Wednesday Awareness Sessions. Assists GSC staff initiatives aiming at enhancing community spirit within the Centre, including collaboration with GSC Staff Association;
14. Initiates all administrative actions related to goods and services procurement and supplies, and follows up as needed, including using the Global Management System (GSM) or Business Management System (BMS);
15. Performs other specific duties as required.
Education
Essential: Secondary school education or equivalent with thorough training administrative duties.
Desirable: Relevant higher diploma or degree. Training on facilities and premises security, including maintenance of security and emergency equipment, i.e. fire extinguishers, CCTV, etc.
Experience
Essential: At least 5 years of relevant experience in the area of premises security or, 4 years with first level university degree or, 3 years with an advanced university degree.
Desirable: Work experience in WHO or in another international Organization. Experience working in a multi-cultural environment. Experience in internet and social media systems, applications and interactive tools (such as Facebook, Twitter, LinkedIn and YouTube).

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MYR 67,070 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
