Background

La gestion de l’information sanitaire constitue un pilier essentiel pour une prise de décision fondée sur les données probantes, la coordination efficace des interventions et la redevabilité dans  le secteur de la santé. Au Mali, malgré la disponibilité de multiples sources de données couvrant la surveillance épidémiologique, la vaccination, les services de santé et les urgences, le paysage informationnel demeure fragmenté. Cette fragmentation se traduit par des niveaux variables de standardisation, d’interopérabilité et de qualité des données, limitant la capacité à produire une analyse intégrée, actualisée et exploitable de la situation sanitaire. Dans le cadre de son mandat d’appui technique au Ministère de la Santé et du Développement Social (MSDS), l’Organisation mondiale de la Santé (OMS) est appelée à renforcer l’intégration, la gouvernance et l’utilisation stratégique des données sanitaires. Cet enjeu est d’autant plus critique dans un contexte marqué par des défis humanitaires, des contraintes opérationnelles et une pression accrue sur les systèmes de santé, nécessitant des informations fiables et consolidées pour orienter la planification, la réponse aux urgences, le plaidoyer et la mobilisation des ressources. 

Deliverables

  • Deliverable 1: Cartographie documentée et validée des sources, systèmes et flux de données sanitaires incluant identification des gaps et doublons.  Expected by: End of Month 1  
  • Deliverable 2: Architecture cible et modèle de données intégrés validés (modèle conceptuel et logique, standards d’interopérabilité, gouvernance). Expected by: End of Month 2  
  • Deliverable 3: Prototype fonctionnel de base de données sanitaire intégrée (structure, tables, mécanismes d’importation). Expected by: End of Month 3  
  • Deliverable 4: Intégration progressive des exigences de reporting partenaires (vaccination, urgences, équité, désagrégation). Expected by: End of Month 4  
  • Deliverable 5: Mise en place de tableaux de bord analytiques prioritaires (surveillance, vaccination, urgences). Expected by: End of Month 5 
  • Deliverable 6: Documentation technique et transfert de compétences aux équipes OMS et nationales. Expected by: Month 5 November 2021 
  • Deliverable 7: Version consolidée et optimisée de la base de données intégrée. Expected by: End of Month 6  
  • Deliverable 8: Note stratégique de pérennisation et feuille de route sur 12 mois. Expected by: End of Month 6  

Qualifications, experience, skills and languages

      Educational Qualifications

Essential: Master ou équivalent en systèmes d’information, informatique, santé publique, biostatistique 
ou domaine connexe 
Desirable: Formation complémentaire en data architecture, interoperability frameworks ou santé 
numérique

      Experience

  • Essential: 
  • Minimum 5 –10 ans d’expérience en conception et mise en œuvre de systèmes 
    d’information sanitaire  
  • Expérience avec systèmes de surveillance épidémiologique et données de santé  
  • Expérience en contextes humanitaires ou pays à ressources limitées
  • Desirable: 
  • Expérience avec systèmes OMS (DHIS2, surveillance intégrée, GAVI reporting, etc.)  
  • Expérience en intégration de données multi-sources et interopérabilité

     Skills/Knowledge

  • Architecture de données et modélisation (conceptuelle et logique)  
  • Interopérabilité des systèmes de santé  
  • Gouvernance et qualité des données  
  • Data analytics et visualisation (Power BI, etc.)  
  • Capacités analytiques et rédactionnelles élevées  
  • Capacité à travailler dans des environnements multi-acteurs
  • Languages and level required (Basic/Intermediate/Expert)

     Remuneration and budget (travel costs excluded)

Currency: USD 7 000 (monthly, P3 ; 42 000 USD for six months.
