Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Job Purpose:

To support policy and programme activities that effectively meet food assistance needs, while advancing WFP Lebanon’s disability inclusion agenda. In addition, the incumbent will play a key role in consolidating, strengthening, and showcasing WFP Lebanon’s disability inclusion achievements, ensuring their systematic integration into the next Country Strategic Plan (CSP) in alignment with global disability inclusion frameworks. In coordination with programme and RAM (Research, Assessment and Monitoring) teams, who retain full responsibility for implementation of disability inclusive interventions, the incumbent will provide technical guidance, strategic direction, and coordination to enhance the quality, coherence, and consistency of disability-inclusive programming across portfolios.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of Gender, Protection, and Disability Inclusion Officer, the Programme Policy Officer (Disability Inclusion) will be responsible for the following duties:

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with
  • analysis and queries.
  • Perform other related duties, as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced university degree in Human Rights, Social Sciences, International Studies and Policy or other related fields; or First University degree (Bachelor) with additional years of related work experience and/or trainings/courses.

Experience: One (1) or more years of postgraduate professional experience (after completion of Advanced University degree) or three (3) years or more after completion of First University degree in disability inclusion and integration within mainstream organizations (UN, NGOs, or the private sector), coupled with extensive established networks with Organizations of Persons with Disabilities in Lebanon. Experience in analysis and evaluation, as well as capacity needs assessments and capacity strengthening, is desirable.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

Required Experiences for entry into the role:

  • Strong knowledge of disability inclusion approaches, including mainstreaming in humanitarian and development programmes
  • Experience in analysis, and evaluation, including the ability to generate evidence and track programme performance
  • Strong skills in coordination and collaboration across teams and stakeholders
  • Ability to design and deliver capacity-building activities, including training and coaching
  • Familiarity with working with Organizations of Persons with Disabilities (OPDs) and promoting their participation
  • Good understanding of the programme cycle, including design, implementation, monitoring, and reporting
  • Strong communication and writing skills, with the ability to present information clearly and effectively

Desired Skills and Knowledge

  • Familiarity with humanitarian programmes in Lebanon and Disability Inclusion related challenges.
  • Experience developing knowledge products, such as policy papers, briefs, and reports
  • Experience engaging with government counterparts and supporting policy dialogue
  • Experience in supporting capacity building for Government counterparts on Disability Inclusion aspects.
  • Data literacy and awareness of privacy considerations.
