Clearances & Approvals
1.Prepare, submit, and follow up on movement clearance requests for trucks transiting from state to state within Sudan, ensuring all required documentation (waybills, cargo lists, memos, IDs, letters) is complete and accurate.
2.Liaise proactively with state authorities, SAF focal points (for route recommendations), HAC/line ministries, and other relevant actors to secure timely approvals and resolve bottlenecks.
3.Verify route feasibility and safety against current advisories; propose rerouting options when needed and obtain revised approvals accordingly.
4.Ensure all special conditions (e.g., curfew windows, convoy assembly points, checkpoints, axle-load limits, bridge constraints) are embedded into movement plans and communicated to drivers/transporters.
5. Maintain close coordination with Programme, Supply Chain/Transport, Security, Access, Field Offices and cooperating partners to align dispatch plans with clearance timelines.
6. Keep a daily clearance tracker (by fleet, corridor, origin/destination, date submitted, date cleared, validity period, status).
7. Record and file all correspondence and official approvals in both soft and hard copies for audit readiness.
8. Prepare briefs, sitreps, and weekly/monthly summaries on clearance status, delays,and constrains
9. Attend relevant logistics/access coordination forums as delegated and share updates on corridors, constraints, and mitigation measures.
10. Compliance, Risk & Quality -Ensure that all approvals comply with internal SOPs and external requirements from authorities.
11. Escalate access constraints (e.g., denials, extended delays, new checkpoints) to the supervisor with suggested mitigation
12. Support incident reporting related to movement (e.g., holds at checkpoints, detention, cargo damage), in coordination with Security and Programme.
13. Contribute to continuous improvement of clearance SOPs, checklists, and templates.
14. . Operational Support -Coordinate with transporters/drivers to align dispatch readiness with approval validity periods and convoy timing.
15. Support data reconciliation between approvals, waybills, and delivery confirmations (PODs/GRNs) to ensure data integrity.
16. Provide ad‑hoc translation (Arabic–English) of approvals and official communications when required.
17.Perform any other related duties as assigned.
Qualifications & Experience
Education: Secondary education required; Bachelor’s degree in Logistics/Supply Chain, Business Administration, Public Administration, or related field is an asset.
Experience:
- Minimum 5 years (with secondary education) or 3 years (with bachelor’s) in logistics, supply chain, insurance, customs/movement clearance, or government liaison, preferably in humanitarian operations in Sudan.
- Demonstrated experience in liaising with state authorities and processing official approvals.
- Familiarity with humanitarian access constraints, corridor operations, and transport documentation (waybills, GRN/POD, etc.).
Technical Skills & Competencies
- Strong coordination and follow‑up skills; ability to manage multiple approvals in parallel.
- Proficiency with MS Excel/Sheets, trackers, and document management.
- Excellent record‑keeping and attention to detail.
- Sound understanding of movement planning, convoy organization, and route risk considerations in Sudan.
- Communication & Negotiation: Able to engage respectfully and effectively with authorities and partners.
- Languages: Fluency in Arabic required; working knowledge of English preferred.

Expected Deliverables / KPIs
- Clearance approval rate: ≥ 95% of requests processed within agreed lead times.
- Lead time to approval: Average X days from submission to approval (target to be set locally).
- Data quality: 100% of approvals and supporting documents properly filed and traceable.
- Timeliness: ≥ 90% of dispatches aligned with approval validity windows.
Reporting: Weekly clearance tracker and monthly summary submitted on time with accurate analytics.
Compliance: Zero critical audit findings attributable to clearance documentation.
