JOB PURPOSE

The role will be based in the Country Office as part of the Gender, Protection and Inclusion unit which sits within the Programme unit under the leadership of the GPI Lead and the Head of Programme. The incumbent will play a key enabling role with programme teams for the achievement of FAR results. To this regard they will provide technical leadership on all gender equality efforts across the country portfolio, with a particularly active role in the Mastercard Foundation project – Kufungula Muae which runs until December 2026. They will also support inclusion and PSEA efforts with WFP staff, CPs, relevant private sector actors and government.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Work with programme teams to effectively integrate gender and inclusion analyses, activities and results from project design, cooperating partner contracting through to project implementation.

  • Lead engagement with M&E for integration of gender transformative indicators and data capturing tools in the country office monitoring framework where gender transformative approaches are applied as well as supporting presentation of data to enable visibility of gender equality efforts and identification of any necessary adaptations of the gender equality approaches.

  • Monitor GBV risks across interventions and provide technical leadership and engage with programme teams to identify opportunities for community engagement activities for gender equality and women’s empowerment, including prevention of gender-based violence (GBV).

  • Support inclusive community engagement efforts across the country portfolio including oversight and technical guidance for communications with communities (CwC) guides, development and operationalisation of accessible communications materials and participatory approaches for programme design and implementation.

  • Undertake partner capacity assessments leading the gender, protection and PSEA focus area.

  • Work with implementing partners to establish and implement improvement plans for strengthened institutional capacity in PSEA, in line with IASC guidelines.

  • Identify opportunities for effective collaboration with local civil society organisations in the area of women’s rights and disability inclusion.

  • Support the implementation of the Gender, Protection and Inclusion Action Plan.

  • Collaborate closely with the communications team to develop gender sensitive and gender centred communications materials for internal and external purposes including commemoration of international and national days focused on gender equality.

  • Lead efforts for commemoration of relevant dates for advocacy on gender and inclusion.

  • Represent WFP in technical inter-agency forums on gender and inclusion.

  • Provide technical leadership on gender transformative approaches, specifically the dialogue club approach, for the successful implementation of the MCF programme.

  • Capture positive practices in the MCF programme to enable application of lessons learned and scale-up to other similar interventions.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in gender, disability inclusion, social sciences, anthropology or other field relevant to international development assistance, or First University Degree with additional 2 years of related work experience or trainings/courses.

Experience: At least 1 year of relevant professional experience working on gender equality and/or gender transformative approaches.

Language: Fluency (level C) in English language and Portuguese. Knowledge of local languages would also be an advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing gender transformative approaches in rural community as well as applying more general approaches for gender equality and inclusion.

  • Has been involved directly in programme design and implementation.

  • Has demonstrable capacity building experience.

  • Has provided input into policy discussions and decisions.

  • 3 years of progressive experience in gender equality, protection and inclusion programming.
