Org. Setting and Reporting
The position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position specific job opening is being advertised for the position of Programme Management Officer in the Programme Management Unit, Office of the Director. The incumbent reports to the Director.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Develops, implements and evaluates initiatives and activities to strengthen people management within the Division; monitors and analyzes implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments on people management, in collaboration with Human Resources and key clients, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information on people management related matters gathered from diverse sources. • Conducts reviews, monitors and analyzes issues and trends, relating to people management within the Division and for OCHA’s field operations globally, including indicators relating to gender and geographic diversity, • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides support on people management related issues to senior managers, in line with relevant regulations and rules, and prepares requests and communications on behalf of senior managers, in consultation with Human Resources colleagues. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, Senior Managers, staff and other parties and drafting mission summaries, etc. • Supports activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Supports efforts to maintain gender parity at all levels and further strengthen geographic diversity and inclusion in people management, including in recruitment processes. • Supports managers and staff to strengthen all aspects of performance management and ensure full implementation of the performance management cycle for all staff within the Division and in the field. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, people management or related area is required. At least three years of experience in providing strategic people management advice is required. Experience working in humanitarian or crisis management field operations within the UN Common System or comparable international organization is desirable. Experience in performance management, conduct and discipline or administration of justice functions is desirable. Experience working in a front office setting is desirable.
