Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan, and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat, the São Paulo Council of Architecture and Urbanism (Conselho de Arquitetura e Urbanismo de São Paulo - CAU/SP) and the Brazilian Cooperation Agency (ABC) are implementing the project “Building capacity and connections in Technical Assistance for Social Housing (ATHIS - Assistência Técnica de Habitação de Interesse Social)” with the objective of equipping professionals with the necessary skills to reduce the gap between policy and practice of ATHIS, ensuring that municipalities and institutions have the technical knowledge to implement sustainable and equitable housing solutions. To properly implement the above-mentioned project, a consultant for ATHIS e-Learning Course is required. Report to UN-Habitat Manager The consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Design and develop the ATHIS e-learning training course across four distinct tracks—Government, CSOs/NGOs/CBOs, architecture technical professionals, and a broader general audience—preparing and tailoring a complete, track-specific curriculum for each audience, aligned with the ATHIS training modules, and including clear learning objectives, defined competencies, appropriate methodologies, practical application components, and coherent progression across modules. b) Develop and produce the full learning content for each of the four ATHIS e-learning tracks, preparing track-specific training materials, multimedia lessons, case studies, practical exercises, tools, and assessment components, ensuring technical accuracy, pedagogical coherence, accessibility, and alignment with the ATHIS methodology and training objectives. c) Review and analyze existing ATHIS training modules content to adapt to an online learning environment. d) Develop engaging and interactive online course materials, including videos, presentations, quizzes, assignments, and supplementary resources, according to the modules implemented through the ATHIS hands-on training. e) Provide support to select and configure a suitable Learning Management System (LMS) or e-learning platform to host the course. f) Ensure course accessibility and user-friendly navigation. g) Coordinate with experts to validate the accuracy and relevance of course content. h) Develop assessment tools and evaluation methods to measure learner progress and course effectiveness. i) Conduct pilot tests with a sample group of participants and gather feedback for improvements and implement revisions and updates. j) Plan and execute the course launch, including learner enrollment, communication, and technical support. k) Prepare and deliver reports on course development, launch, and outcomes to project management. l) Ensure compliance with copyright, data protection, and accessibility standards. m) Provide training or guidance to facilitators or administrators managing the course post-launch. n) Collect and analyze course feedback and performance data to inform continuous improvement. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan Description: Product 1 must contain: (i) All deliverables and activities scheduled for the completion of responsibilities; (ii) Timeline and deadlines; (iii); Tools and materials; (iv) Required missions; (v) Logistics. This may include team support for consolidating the work plan, and the final review and validation will be carried out by the project coordinator. Expected delivery date: 7 days after signing the contract. Product 2 – Training Plan and Design Description: Product 2 must contain: (i) Purpose and scope; (ii) Target audience; (iii) Learning needs and target competencies; (iv) Methodology and approach; (v) Course Plan (Curriculum); (vii) Content development; (viii) Assessment and certification; (ix) Pilot testing and quality assurance; (x) Course launch and dissemination strategy; (xi) Management, roles, and responsibilities; (xii) Sustainability and updating strategy. Expected delivery date: 30 days after signing the contract. Product 3 – ATHIS e-Learning Course (Interim Version) Description: the ATHIS e-learning course will follow the structure and pedagogical approach of the existing ATHIS training developed by CAU/SP and its lessons learned, ensuring consistency with established content, methodology, and learning objectives, and will also be directly based on the ATHIS course implementation conducted within the project, while being appropriately adapted to the online learning format. The interim version must contain the preliminary structure of the course, including defined modules and lessons, draft learning objectives, proposed pedagogical approach for the online format, and initial content for selected modules, allowing for validation and feedback prior to the development of the final, fully completed version. Expected delivery date: 60 days after signing the contract. Product 4 - ATHIS e-Learning Course (Final Version) Description: the ATHIS e-learning course will follow the structure and pedagogical approach of the existing ATHIS training developed by CAU/SP and its lessons learned, ensuring consistency with established content, methodology, and learning objectives, and will also be directly based on the ATHIS course implementation conducted within the project, while being appropriately adapted to the online learning format. The final version must contain the fully developed e-learning course, including all modules and lessons, finalized learning objectives, complete and validated content, pedagogical resources and activities adapted to the online format, as well as any supporting materials, incorporating feedback received during the interim phase and readiness for implementation. Expected delivery date: 90 days after signing the contract. Product 5 – ATHIS e-Learning Course (Pilot Report) Description: Product 4 must contain: (i) Introduction; (ii) Description of the pilot; (iii) Participation and engagement analysis; (iv) Learning outcomes; (v) Content and pedagogical assessment; (vi) Platform and technical performance; (vii) Lessons learned; (viii) Recommendations; (ix) Next steps; (x) Annexes (pictures, lists of attendance disaggregation by age, gender and diversity). Expected delivery date: 120 days after signing the contract. Product 6 – Recommendations and Sustainability Report Description: Product 6 must contain: (i) Introduction; (ii) Learning Assessment Methodology and tools; (iii) Recommendations (content, operational, pedagogical and governance issues); (iv) Sustainability strategy; (v) Monitoring and Evaluation; (vi) Conclusions; (vii) Next steps. Expected delivery date: 150 days after signing the contract.

Qualifications/special skills

Education Required: • Bachelor's degree in Architecture and Urbanism or related fields is required. • Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Geography, Pedagogy, Social Sciences, Communications or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Work experience • A minimum of seven (7) years of experience in social housing and/or technical assistance to social housing fields of work in Brazil is required. • Experience in teaching and/or developing e-learning courses is required. • Previous experience working in the United Nations is desirable. Skills • Good computer skills in Windows and Office packages and Web search engines are required. • Good knowledge of pedagogical methodologies and adult learning principles is required. • Good handling of technological tools and use of software and online platforms is required. Competencies • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.

Languages

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of English is desirable.

Additional Information

Travel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 4 (part-time 84%) - BRL: 60.000,00 (Total net amount) UNOPS Salary Scale. The consultant will receive a total amount of BRL: 60.000,00, according to the following schedule: • Payment 1: Upon delivery and approval of Product 1 and 2 (BRL: 7.000,00) • Payment 2: Upon delivery and approval of Product 3 (BRL: 10.000,00) • Payment 3: Upon delivery and approval of Product 4 (BRL: 15.000,00) • Payment 4: Upon delivery and approval of Product 5 (BRL: 12.000,00) • Payment 5: Upon delivery and approval of Product 6 (BRL: 16.000,00) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
