Org. Setting and Reporting

The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the General Assembly in its resolution 77/301, adopted on 29 June 2023. Please note that while the position is currently located in Geneva, Switzerland, the duty station may be subject to change. Applicants should be aware that the position may be relocated to Damascus, Syria, or to another location relevant to the Institution's operations. The Information Management Officer reports to the Information Management Officer, P-4, or her/his designee.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties: (These duties are generic and may not be performed by all Information Management Officers.) • Provides advisory services on recordkeeping practices include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications. • Researches, analyses and evaluates new applications of information technology to archives and records management and makes recommendations for their deployment particularly in on-premise and air-gapped environments. • Participates in information management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of information handling application improvements and new systems; provides user support. • Develops training materials and user manuals; trains staff in use of the recordkeeping system assigned. • Understands, keeps current with and applies preservation techniques and strategies for records in all media, particularly with regards to the handling of large volumes of non-relevant material. Ensures that the Section’s storage facilities meet environmental standards. • Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations. • Set-up and maintain tools and processes to ensure the timely identification, collection and management of information relevant to substantive investigative and analytical activities. • Develop and implement databases in cloud, hosted, on-premises, and air-gapped environments to support information collection systems, information review platforms and other strategies that optimize the Mechanism’s investigative and analytical efficiency and quality. • Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, including computer vision and data analysis, to identify relevant features and variables in structured and unstructured sources of information. • Performs other related duties, as required.

Education

Advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science or related field is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required. Experience in project management is required. Experience in project management in post conflict or resource restricted environments is desirable. Experience with processing large datasets including merging and resolving entities is desirable. Experience in auditing and quality control is desirable. Experience with registration system software and information portals supporting 1,000,000+ users is desirable.

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Arabic is desirable.
