Duties and Responsibilities
The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP), established by the United Nations General Assembly through resolution 77/301, is mandated to clarify the fate and whereabouts of missing persons in Syria and to provide adequate support to victims, survivors, and families of those missing. The resolution emphasizes the importance of the full, effective, and meaningful participation and representation of victims, survivors, and families. Building on initial efforts to strengthen gender responsiveness, the objective of this consultancy is to refine, operationalize, and support the implementation of the IIMP Gender Strategy. The consultant will ensure that the institution’s policies, processes, and programmatic work are gender-responsive, inclusive, and aligned with its mandate and international standards. The consultancy will focus on translating the Gender Strategy into actionable institutional practices, strengthening internal capacities, and ensuring the systematic integration of gender perspectives across all areas of work. The consultant will: • Refine the IIMP Gender Strategy and assess its alignment with the institution’s mandate, priorities, and relevant international standards. • Support the operationalization of the Gender Strategy across institutional tools, policies, and processes. • Ensure the systematic integration of gender considerations across key areas of work, including participation, referrals, data collection, and engagement with victims, survivors, and families. • Provide tailored technical advice to each section on integrating gender perspectives into their workflows, tools, and decision-making processes. • Design and deliver targeted trainings and workshops to strengthen staff capacity on gender-sensitive and gender-responsive approaches, and provide ongoing advisory support to teams. • Develop a practical implementation framework translating the Gender Strategy into actionable activities, including project log frames aligned with institutional priorities and relevant funding frameworks. • Review institutional communication materials and provide recommendations to ensure they are gender-inclusive, accessible, and sensitive. • Propose indicators, monitoring tools, and accountability mechanisms to track progress in the implementation of the Gender Strategy. • Develop practical tools, checklists, and guidance documents to support gender-responsive programming and operations across the institution. • Ensure that all work reflects the voices and lived experiences of victims, survivors, and families from diverse gender backgrounds. • Facilitate briefings, coordination meetings, and validation sessions with staff and leadership to ensure ownership and coherence in implementation.
Qualifications/special skills
Advanced degree (Master’s or PhD) in Gender Studies, Social Sciences, Human Rights, Public Policy, International Development, or a related discipline is required. A first level university degree in one of the above fields with two years of additional relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of professional experience in gender mainstreaming, gender analysis, and institutional gender strategy development and implementation is required. Experience facilitating capacity-building workshops or training sessions tailored to diverse teams and institutional needs is required.
Languages
Fluency in English and Arabic is required.
