Duties and Responsibilities

The Independent Institution on Missing Persons in the Syrian Arab Republic has been mandated by the General Assembly in its resolution 77/301 to clarify the fate and whereabouts of missing persons in Syria, and to provide adequate support to victims, survivors, and the families of those missing. The Independent Institution’s founding resolution places emphasis on the full and meaningful representation of victims, survivors, and the families of missing persons. The Data Analytics & Visualization Specialist will support the Institution in strengthening the accessibility and usability of internal service mapping information, as well as relevant data emerging from individual and group family needs assessments, by developing information management tools and visualizations that allow teams to better understand available services and service providers, track the Institution’s engagement with these services (including referrals where relevant), and communicate this work more effectively through reports and external materials. The tools should also be designed so they can be regularly updated and maintained as service information evolves over time. The consultant agrees to provide strategic guidance and technical support across data review, analysis, structuring, visualization, and capacity building activities, including but not limited to the tasks outlined below: • Review available datasets, metadata, and existing reporting products related to service mapping, family needs assessments, and referrals. • Assess data quality, structure, completeness, and limitations to identify opportunities for improved analysis and visualization. • Support the structuring, cleaning and organization of the data to facilitate analysis and visualization • Propose core indicators, filters, disaggregation fields, and reporting views that would help teams better understand trends, needs, service coverage and gaps. • Define the logic and structure for how the information should be organized, analyzed and presented • Develop interactive data visualization tools and dashboards (e.g., Power BI) to allow users to explore information on services and service providers, as well as key trends emerging from family needs assessments. • Design user-friendly formats that help teams understand service coverage, gaps and geographic distribution. • Develop visualization features that help track and analyze the Institution’s engagement with service providers, including referrals made and follow-up where relevant • Ensure that the tools and dashboards are designed as dynamic products that can be easily updated as services change over time. • Develop visual products that can also support external reporting and presentations, including graphics that may be used in reports or other communication materials. • Provide guidance on sustainable approaches for maintaining and updating data and dashboards beyond the consultancy period. • Support basic internal capacity building so that relevant staff can continue to maintain, update and use the tools beyond the consultancy. • Clean Relativity when necessary and for better data extraction.

Qualifications/special skills

Advanced university degree in Statistics, Public Policy, Social Sciences, Information Systems, Computer Science, Economics, Monitoring & Evaluation, or a related field. A first level university degree in one of the above fields with two years of additional relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of relevant professional experience in data analysis, information management, or dashboard development is required. Experience in designing and implementing dashboards and interactive reporting tools is required, preferably using Power BI. Experience in data cleaning, structuring, metadata review, and data quality assessments is desirable. Experience in service mapping, referral systems, social services, education, health, child protection, or humanitarian/development sectors is desirable. Experience producing reports, presentation-ready visuals, and external reporting materials is desirable. Experience supporting organizational adoption of data tools, including training, documentation, and handover processes is desirable. Professional certification in Power BI, Tableau, or Monitoring & Evaluation is desirable.

Languages
