The CCAC Scaling up Coordinator for the Super Pollutants Accelerator in Mexico will support the Government of Mexico in enhancing the mitigation impact of the Accelerator Programme on SLCPs. This will be achieved by identifying funding opportunities with national, bilateral and multilateral sources, cultivating strategic partnerships, supporting proposal development and ensuring effective coordination of the funding pipeline to support scaled-up action on super pollutants and to ensure the sustainability of mitigation actions beyond CCAC support under the policy direction of SEMARNAT and with technical guidance from INECC.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information about the CCAC is here: www.ccacoalition.org. Mexico has demonstrated sustained leadership on super pollutants for more than a decade. As a founding partner of the Climate and Clean Air Coalition (CCAC) and a signatory to the Global Methane Pledge, the country has embedded ambitious targets within its Nationally Determined Contribution (NDC), including a commitment to reduce methane emissions by 30% and black carbon emissions by 51% by 2030. These commitments are reinforced through national legislation and sectoral strategies. Recognizing Mexico’s leadership on the SLCP agenda, Mexico is now part of the CCAC Super Pollutant Country Action Accelerator (‘Accelerator’). The CCAC Country Action Accelerator in Mexico (2026–2029) aims is to accelerate implementation of Mexico’s super pollutant commitments by strengthening institutional systems and deploying integrated, scalable mitigation models in priority sectors. This will be achieved through the coordinated implementation of multisectoral strategies, scalable mitigation projects, and institutional strengthening, with the support of a specialized national team and technical assistance projects. To support these efforts, the CCAC is seeking a Scaling up Coordinator for the Super Pollutants Accelerator in Mexico. The coordinator will identify funding opportunities, cultivate strategic partnerships, support proposal development and ensure effective coordination of the funding pipeline to support scaled-up action on super pollutants and to ensure the sustainability of mitigation actions beyond CCAC support. The incumbent will support the preparation of funding proposals and the tracking of financial flows, ensuring strategic alignment of resources. In close collaboration with the Senior Coordinator and the specialized national team, the role will contribute to securing the adoption, sustainability, and institutional continuity of projects, including retention of key technical capacities beyond the initial three years of CCAC funding. Objectives: The CCAC Scaling up Coordinator for the Super Pollutants Accelerator in Mexico will ensure: 1. Enhanced Coordination and Impact of SLCP/super pollutant Initiatives. Strengthened alignment between technical assistance for advancing key SLCP/super pollutant policy priorities and related initiatives, resulting in maximized and more coherent mitigation impacts. 2. Increased Resource Mobilization and Financial Tracking. Improved access to and alignment of national, bilateral, and multilateral funding, supported by high-quality proposals and effective tracking of financial flows for super pollutant mitigation. 3. Sustained Project Adoption and Institutional Continuity. SLCP initiatives are institutionalized and sustained beyond CCAC funding, with key capacities and teams retained. 4. Strengthened Long-Term Climate Leadership and Strategic Engagement. Mexico demonstrates continued leadership in SLCP mitigation, supported by strong links between implementation, international engagement, and long-term financial planning. Outputs: 1. Enhanced scaling up coordination and Impact of SLCP Initiatives - Related initiatives and partners identified and engaged with - Developed and implemented integrated coordination framework/workplan - Coordination and impact reports demonstrating alignment and mitigation results across initiatives. 2. Increased Resource Mobilization and Financial Tracking - Prepared and submitted funding proposals and concept notes targeting national, bilateral, and multilateral sources. - Established financial tracking system and reports on monitoring resource mobilization and allocation. - Design and implement resource mobilization and strategic partnerships training programs for the Super pollutant Unit or for the government. 3. Sustained Accelerator Programme Adoption and Institutional Continuity - Developed sustainability, financial and institutionalization plan for Accelerator program and related technical assistance projects beyond CCAC funding. 4. Strengthened Long-Term Climate Leadership and Strategic Engagement - Produced strategic engagement and positioning materials linking national implementation with international processes. - Bilateral partnerships on super pollutant mitigation have been established - Coordinated participation and follow-up in key international fora, supported by aligned planning and reporting. The CCAC Scaling up Coordinator for the Super Pollutants Accelerator in Mexico will work closely with the CCAC Secretariat team. All deliverables/products must be submitted electronically to the CCAC Secretariat and consulted with SEMARNAT/INECC.
Qualifications/special skills
- Advanced degree in environmental management, public policy, international development, international relations, finance, or related field. - A first‑level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. - 5–8 years of experience in climate project management, grant writing, and donor coordination—preferably in Latin America or within Mexican public institutions is required. - Proven track record in accessing international climate finance (GCF, IDB, etc.) and navigating public procurement/budgeting processes is required. - Strong analytical, communication, and stakeholder engagement skills are required. - Ability to work across technical, financial, and political domains is required. - Experience working collaboratively with technical, programme, finance and operational teams to develop funding opportunities is required. - Excellent communication skills, both written and oral presentations are required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Mexico is required. - Professional training or certification in fundraising, partnership development, or business development is desirable. - Experience with CCAC, UNFCCC, NDC implementation and related process is desired. - Experience supporting or coordinating donor engagement and relationship management is desired. - Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary team is desired.
