Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information about the CCAC is here: www.ccacoalition.org. Mexico has demonstrated sustained leadership on super pollutants for more than a decade. As a founding partner of the Climate and Clean Air Coalition (CCAC) and a signatory to the Global Methane Pledge, the country has embedded ambitious targets within its Nationally Determined Contribution (NDC), including a commitment to reduce methane emissions by 30% and black carbon emissions by 51% by 2030. These commitments are reinforced through national legislation and sectoral strategies. Recognizing Mexico’s leadership on the SLCP agenda, Mexico is now part of the CCAC Super Pollutant Country Action Accelerator (‘Accelerator’). The CCAC Country Action Accelerator in Mexico (2026–2029) aims is to accelerate implementation of Mexico’s super pollutant commitments by strengthening institutional systems and deploying integrated, scalable mitigation models in priority sectors. This will be achieved through the coordinated implementation of multisectoral strategies, scalable mitigation projects, and institutional strengthening, with the support of a specialized national team and technical assistance projects. To support these efforts, the CCAC is seeking a Senior Coordinator for the Super Pollutants Accelerator in Mexico to support the government with the effective implementation and oversight of the accelerator programme, under the guidance and policy direction of the Secretariat of Environment and Natural Resources (SEMARNAT) and with technical support from the National Institute of Ecology and Climate Change (INECC). The Senior Coordinator will support and contribute to engagement activities led by SEMARNAT and will be responsible for ensuring coherent, science‑informed, and high‑level national engagement in regional and international environmental and climate change forums. The incumbent will provide strategic guidance and technical support to government officials on super‑pollutant mitigation actions and will oversee the development, implementation, and monitoring of super‑pollutant mitigation strategies and plans. Also, the incumbent will coordinate the super pollutant team to synchronize action, build capacity as well as integrate super pollutants into policies and budgets. Outputs: 1. Strategic Coordination and Oversight - Comprehensive CCAC Accelerator Programme engagement strategy and action plan developed, updated, and operationalized. - Periodic implementation and progress monitoring reports (aligned with agreed Key Performance Indicators - KPIs). - Documented alignment framework ensuring coherence between national priorities and international climate and air quality commitments. - Regular coordination outputs (meeting minutes, action trackers, workplans) for the super pollutants team. - Team coordination and performance tracking system established to ensure timely delivery and compliance with programme objectives. 2. Support to National and Regional Leadership - High-quality briefing packages (briefs, talking points, background notes) prepared for senior government officials. - Strategic advisory notes for Mexico’s participation in regional and international fora. - Consolidated key messages and positioning documents ensuring consistency across engagements. - Post-engagement debrief notes and recommendations for follow-up actions. 3. Stakeholder Engagement - Stakeholder mapping and engagement plan covering federal and state government actors, international partners, civil society, and experts. - Organized and facilitated multi-stakeholder meetings, workshops, and consultations (with agendas, summaries, and action points). - Established or strengthened coordination mechanisms/platforms for stakeholder collaboration. - Periodic engagement reports documenting participation, outcomes, and follow-up actions. 4. International Representation Support - Annual/rolling calendar of key international and regional climate engagements relevant to SLCPs and CCAC. - Coordinated logistical and substantive support packages for Mexico’s participation in priority forums. - Tracking briefs on key global processes (e.g., negotiation updates, partnership opportunities). - Follow-up matrices capturing commitments, responsibilities, and status of implementation from international meetings. 5. Technical and Scientific Integration - Technical input briefs integrating scientific evidence from INECC and sectoral entities into policy discussions. - Policy translation products (e.g., summaries, infographics, key messages) derived from technical analyses. - Documented review and validation processes ensuring scientific rigor in outputs. - Contributions to evidence-based position papers for international engagement. 6. Knowledge Management and Reporting - Progress reports (monthly/quarterly) against KPIs for SEMARNAT, INECC, and CCAC Secretariat. - Consolidated annual results report capturing achievements, challenges, and recommendations. - Maintained knowledge repository (documents, presentations, meeting records, lessons learned). - Lessons learned and best practice briefs to inform future programming and replication. - Continuity and handover notes to ensure institutional memory across programme cycles. Detailed yearly workplan - Monthly activity reports including support provided to SEMARNAT and INECC and high-level engagement - 3 monthly in-depth progress reports and 6 monthly progress report against KPI as defined in Country Programme document

Qualifications/special skills

- Advanced university degree (Master’s or equivalent) in environmental policy, climate science, international relations, public policy, or a related discipline. A first‑level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. - 8–10 years of experience in public policy and intergovernmental relations in environmental and/or climate diplomacy, preferably within government and/or international organizations is required. - Strong understanding of Mexico’s environmental legal framework and multilateral environmental agreements is required. - Experience supporting or advising high‑level government decision‑makers. - Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary teams are required. - Excellent communication skills, both written and oral presentations are required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Mexico is required. - Strong leadership, diplomacy, and strategic planning skills are highly desired. - Strong coordination, negotiation, and facilitation skills are highly desired.

Languages

- Fluency in Spanish (written and oral) is required. Fluency in English (written and oral) is highly desired.
