Objectives To ensure inclusivity, national ownership, and a “leave no one behind” approach, the UNCT intends to conduct broad-based stakeholder consultations with government counterparts, civil society, development partners, academia, private sector, and vulnerable groups. The objective of this consultancy is to design, facilitate, and document inclusive stakeholder consultations to inform the UNCA, ensuring that diverse perspectives are captured, analyzed, and reflected in the final analytical outputs.

Duties and Responsibilities
Background and Context The United Nations Sustainable Development Cooperation Framework (UNSDCF) represents the primary instrument for planning and implementing UN development activities at the country level in support of the 2030 Agenda for Sustainable Development. It reflects the UN system’s collective response to national priorities and is developed in close partnership with the Government and other stakeholders. In the Kyrgyz Republic, the current UNSDCF 2023–2027 is entering its final phase, and its independent evaluation is underway. Building on the findings of this evaluation, the United Nations Country Team (UNCT), in close collaboration with the Government, will develop a new UNCA to inform the design of the next Cooperation Framework (UNSDCF 2028–2032). The UNSDG Cooperation Framework Companion Guidance 2019 and the 2020 Companion Package are the main reference for the design and implementation of the UNSDCF. Its chapters broadly follow the stages of the programme cycle of UNSDCF. This guidance has recently been revised, and its first two chapters have been finalised in 2024. These include the chapters on the Roadmap and the Common Country Analysis, the latter renamed as the chapter on the UN Analytical Function. The United Nations Country Analysis (UNCA) is the UN system’s independent, impartial, and collective assessment and analysis of a country’s development context. It examines progress, gaps, opportunities, and bottlenecks in achieving the Sustainable Development Goals (SDGs) and serves as the analytical foundation for the Cooperation Framework. It identifies key development challenges, risks, and opportunities across economic, social, environmental, and governance dimensions, in alignment with the 2030 Agenda for Sustainable Development. Governance While the strategic guidance emanates from the Resident Coordinator in consultation with the UN Country Team (UNCT), the consultant will work under the direct supervision and guidance of the Head of RCO.
Qualifications/special skills
• An advanced university /master’s degree in social sciences, development studies, public policy, or related field is required. • At least 5–7 years of experience in stakeholder engagement, research, or policy analysis. • Strong understanding of the Kyrgyz Republic’s development context is highly desirable including of the stakeholders that matter in the national development process. • Experience working with the UN or international organizations or having undertaken consultancy assignments for them is desirable. • Demonstrated facilitation skills in leading structured group consultations, including focus group discussions and multi-stakeholder dialogues. Proven experience in engaging underrepresented groups (e.g., women, youth, persons with disabilities, and marginalized communities) and ensuring inclusive participation. At least 5-7 assignments of similar scope are required. Candidates should provide specific at least two best examples, including target groups, scale of consultations, and their role. • Demonstrated ability to analyse and interpret findings from stakeholder consultations, including focus group discussions and key informant interviews. Proven experience in systematically organizing, triangulating, and synthesizing qualitative and/or quantitative data into clear, evidence-based analytical reports. Ability to distil complex information into key insights, findings, and actionable recommendations is required. At least two assignments involving similar analytical and reporting tasks is required. Candidates are requested to provide links to relevant sample reports to support the evaluation.
Languages
• Fluency in English and Russian language is required. Knowledge of Kyrgyz language will be an asset.
