Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Human Rights Officer will be based in Port-au-Prince, Haiti. The Human Rights Officer reports to the Team Leader of the Human Rights Due Diligence Unit of UNSOH.
Responsibilities
Within the limits of delegated authority, the Human Rights Officer will be responsible for the following duties: • Researches, collects, verifies, analyses and monitors information relevant to the observance of international human rights and humanitarian law in the mission area. • Advocates with relevant authorities and other influential actors to stop or prevent human rights IHL violations; Seeks remedial action by the authorities to prevent similar violations from occurring in the future. • Monitors the legal systems and their compliance with international human rights instruments and, where appropriate, advises relevant authorities, including on the implementation of recommendations by UN human rights bodies. • Drafts, reviews as appropriate, and ensures timely delivery of a variety of reports, briefings and other types of communications in compliance with established standards • Formulates recommendations and suggests strategies to better promote and protect human rights in the mission area especially ensuring compliance with HRDDP. • Represents the UN human rights programme at working-level meetings. • Supports and coordinates human rights capacity building efforts for civil society and state authorities, including military and police, to promote the protection of human rights, including through providing technical assistance and monitoring impact of these capacity building efforts. • Ensures, and where relevant supervises, the timely entry of accurate and verified human rights cases into an established database in compliance with established standards. •Supports coordination in the implementation of the Human Rights Due-Diligence Policy on UN support to non-UN forces, including by contributing risk assessments and conducting relevant human rights monitoring to gather relevant information and advice on follow-up initiatives to implement the HRDDP Policy. •Support integration of human rights in the mission's HRDDP framework through field monitoring and, where required, coordinating such efforts, including inter-alia, mapping and reporting protection risks, early warning, and provide advice to non-United Nations security forces as recipients of United Nations support during the conduct of their operations. • Contributes to the integration of gender perspectives/considerations and specific women/girls' rights issues in all activities • Performs other related duties as required

Education
Advanced university degree, preferably in law, social/political science, international relations or other disciplines related to human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in the human rights or closely related field, of which at least half in the area of human rights is required. A minimum of two years’ experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organization – in a conflict setting is required. A minimum experience of two years of in implementing the Human Rights Due Diligence Policy in peacekeeping operations is required. A minimum experience of two ears in human rights protection work, including through engaging with military and police for the protection of civilians is required.

This temporary job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures. An appointment may be terminated, or post level adjusted in accordance with the Staff Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example in the event that the funding for the post is not approved or the mandate of the mission is not extended.
