Result of Service

The United Nations Resident Coordinator’s Office (RCO) in Turkmenistan is launching a human centred multimedia storytelling initiative aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) 2026–2030 and the joint UN communications strategy. A central component of this initiative is the podcast series “United for 2030 / Behind the Title” , which translates results of UN action into accessible, people focused narratives for national audiences. To complement audio production and strengthen digital outreach, short and 40 minutes long form video content will be produced for online platforms, social media, and official UN channels. All outputs will ensure a consistent One UN voice, people centred storytelling, and full adherence to UN branding, visibility, and reputational requirements. Content will feature UN County Team members, community leaders, prominent people and be produced in agreed UN working languages, with subtitles and/or dubbing applied as required per episode and approved by the RCO Communications Unit.

Duties and Responsibilities

The assignment will cover Season 1 (five episodes) of the podcast series, convening in May and concluding in December 2026. The level of effort will be aligned with the episode production schedule and agreed timelines. The duration of the assignment is 40 working days within 6 months. The assignment shall start on May, 2026, through December 20, 2026. Indicative Podcast Filming Schedule • Episode 1: Filming within 20–30 May 2026 (UN leadership ) • Episode 2: Filming within 10–15 June 2026 (Women in diplomacy ) • Episode 3: Filming within 20–30 June 2026 (Service to a Community)) • Episode 4: Filming within 10–15 October 2026 (UN Day) • Episode 5: Filming within 20–30 November 2026 (Disability inclusion ) Exact dates may be adjusted in consultation with the RCO Communications Unit, subject to availability and clearance. The Videographer will report to the RCO Communications Unit and work in close coordination with the podcast host, content editor, and other relevant RCO staff. All outputs are subject to UN internal review, clearance, and approval workflows. Ethical Standards and Safeguards The Videographer must: • Respect UN values, cultural sensitivity, and the principle of “leaving no one behind”. • Follow UN guidance on safeguarding, informed consent, and rights based communication. Ownership and Rights All video materials produced under this assignment shall remain the intellectual property of the United Nations. The Videographer may not use the content for other purposes without prior written consent from the UN. Financial Proposal Bidders are requested to submit a separate financial proposal covering the full scope of work outlined in this Terms of Reference. The financial proposal should be itemized and clearly presented, indicating costs per episode and/or per deliverable, and should include all applicable fees related to production, post production, equipment, and other associated costs. The financial proposal will be assessed in accordance with applicable UN procurement and evaluation procedures, together with the technical proposal.

Qualifications/special skills

Bachelor's degree in communication, journalism, international relations or related area is desirable. At least 3 years of relevant experience including experience videography and video editing is required. Experience in producing human centred, documentary style or interview based content is desirable. Experience producing content for digital and social media platforms is required Ability to work with sensitivity to context, reputational considerations, and clearance requirements is required.

Languages

Fluency in Turkmen and Russian languages is required. Knowledge of English language is desirable.
