Background of the assignment: UNODC is the guardian of the United Nations Convention against Corruption (UNCAC), which entered into force in December 2005.The United Nations Convention against Corruption (UNCAC) is a comprehensive, legally binding international treaty aimed at combating corruption in both public and private sectors. It establishes a broad range of measures and obligations for member states, including preventive measures, criminalization of various forms of corruption, and international cooperation. Recovery of assets diverted through corruption is one of the fundamental principles of the UNCAC), which underscores the importance of returning stolen assets to their rightful owners. This principle is enshrined in Chapter V of the convention, which focuses specifically on asset recovery. For Uzbekistan the asset recovery remains challenging, hindered by various technical and systemic obstacles. These challenges are closely linked to the broader issues within the country's framework for seizing and confiscating assets, anti-money laundering, financial investigation, and the management and disposal of seized criminal proceeds.
