Org. Setting and Reporting
This position is located in the Investigation and Analysis Section of the International, Impartial and Independent Mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011 (IIIM). The Investigation and Analysis Section is responsible for gathering evidence within the context of the IIIM's structural investigation and generating analytical products that can be shared with competent jurisdictions. The Legal Officer is under the overall supervision of the Senior Legal Officer of the Investigation and Analysis Section. The incumbent will play a leading role in supporting the collection and preservation of evidence from closed sources, and in preparing legal and factual analysis as part of the strategic line of inquiry on Assad regime crimes and in particular its work on a project in relation to unlawful attack crimes.
Responsibilities
Within delegated authority, the Legal Officer will be responsible for the following duties: 1. Prepares strategic recommendations to advance the development of the IIIM’s strategic line of inquiry on Assad regime crimes and in particular its work on a project in relation to unlawful attack crimes; 2. Drafts instructions, manuals and procedures to advance the large-scale review and analysis of evidence relating to serious breaches of international humanitarian law and violations of international criminal law and the responsibility of individuals for such breaches and violations and provides legal and evidentiary guidance to analytical staff conducting these reviews; 3. Conducts extensive legal research and analysis, prepares briefs and other analytical products which form part of a casefile on unlawful attacks; 4. Handles, and conducts research on diverse substantive and procedural legal issues pertaining to international and domestic criminal law as well as complex issues of fact relevant to the IIIM’s structural investigation and its strategic line of inquiry on Assad Regime crimes; 5. Participates in investigative activities, including by working in collaboration with IIIM investigative staff to identify and assess potential sources of evidence and ensure the collection and preservation of evidence from these sources, developing strategies and procedures to advance the collection and preservation of open-source evidence in collaboration with the IIIM’s Information Systems Management Section, and participating in interviews of witnesses together with IIIM investigative staff; 6. Participates in conferences and workshops with other members of the IIIM, as well as actors external to the IIIM including governmental officials, civil society actors, members of other UN entities and international organizations relevant to the collection and analysis of information and evidence.

Education
Advanced university degree (Master’s degree or equivalent) in international law. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing relating to core international crimes obtained at the domestic or international level, is required. Prior substantive legal work experience in relation to accountability for crimes by perpetrators affiliated with the Assad regime is required. Prior work experience as a prosecutor with an international court or tribunal, a national prosecutor dealing with core international crimes, or in a legal capacity in a UN criminal accountability mechanism is desirable. Prior experience drafting or reviewing indictments (or similarly complex legal submissions) is desirable. Prior legal work experience in relation to the Middle East is desirable. Prior work experience using Relativity to review and analyze evidence for criminal accountability purposes is desirable.

Special Notice
• The temporary position is intended to fill the functions of short-term duration for six months (with possibility of extension), and an estimated start date as soon as possible. • The duration of the appointment is subject to the availability of funds. • Fulfillment of the responsibilities of this position will necessitate engagement with material and/or information that may be distressing. • An impeccable record for integrity and professional ethical standards is essential. • Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. • Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days. • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. United Nations Considerations
