Duties and Responsibilities
Background Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Background and Context Uganda is increasingly exposed to climate‑ and disaster‑related shocks, including floods, landslides, droughts, and epidemics, which place significant pressure on public finances and institutional capacity for recovery. These shocks disproportionately affect women, vulnerable populations, and climate‑dependent livelihoods, underscoring the need for inclusive and risk‑informed recovery planning. The Government of Uganda has made progress in strengthening public financial management (PFM) systems through reforms led by the Ministry of Finance, Planning and Economic Development (MoFPED), supported by national frameworks such as the Public Finance Management Act, the National Development Plan (NDP III), and sectoral budget reforms. However, disaster and climate risks are not yet systematically embedded across fiscal planning, budget allocation, execution, and reporting. As part of the BMZ-funded project on readiness for resilient recovery, UNDRR is supporting Uganda to strengthen public financial management (PFM) systems so they can better anticipate, absorb, and respond to disaster and climate-related shocks. Effective and disaster‑responsive PFM systems are critical to enabling timely financing for recovery, improving budget credibility, integrating disaster and climate risks into fiscal planning, and ensuring transparent and accountable use of recovery resources. Within this context, UNDRR seeks to engage a PFM Consultant to conduct targeted fit for recovery PFM assessments and deliver capacity‑building activities that directly inform Uganda’s National Recovery Readiness Roadmap.
