Org. Setting and Reporting

This position is based in the Office of Administrative Services (OAS) of the International Seabed Authority in Kingston, Jamaica. The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea. The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area. The incumbent will provide operational and technical support in budget execution, treasury operations, and financial administration, ensuring accuracy, compliance, and timely delivery of financial processes in accordance with the Authority’s Financial Regulations and Rules.

Responsibilities

Under the overall guidance of Director, OAS and the direct supervision of the Budget Officer and within delegated authority, the Senior Budget and Treasury Assistant will be responsible for the following duties: 1. Assessed Contributions • Prepare annual invoices and related correspondence (including Notes Verbale) to Member States regarding assessed contributions and Working Capital Fund advances. • Maintain accurate records of contributions, arrears, and payment status. • Monitor bank accounts for incoming contributions and update records in the ERP system accordingly. • Follow up on outstanding contributions in coordination with relevant offices. • Maintain organized and audit-ready filing systems for Member State records. 2. Budget Support • Assist in the preparation of budget inputs, supporting documentation, and background data. • Compile and review cost estimates to ensure completeness and compliance with Financial Regulations and Rules. • Monitor expenditures against approved budget allocations and bring variances or issues to the attention of the Budget Officer. • Assist in the preparation of budget performance reports and supporting analysis. • Provide administrative and technical support during budget discussions and meetings, including note-taking and follow-up. 3. Treasury Operations • Monitor bank accounts and cash balances to support day-to-day financial operations. • Process receipts, payments, and bank reconciliations in a timely and accurate manner. • Assist in executing foreign exchange transactions in accordance with established procedures and under the guidance of the Budget Officer. • Maintain treasury records and supporting documentation. 4. Financial Administration and Receivables • Administer receivables, including contributions from contractors and trust funds, ensuring accurate invoicing and recording in the ERP system. • Maintain accurate financial records and ensure proper documentation for audit and reporting purposes. • Support coordination with relevant offices on financial transactions and receivables management. 5. ERP and Financial Reporting • Input, validate, and maintain financial data in ERP systems (e.g. SAP or similar). • Generate standard financial and budget reports as required. • Ensure data integrity, consistency, and proper record-keeping. 6. Compliance and Control Support • Review financial transactions to ensure compliance with applicable rules, regulations, and procedures. • Support certifying and approving officers by ensuring documentation is complete and accurate. • Provide procedural guidance to staff on budget and financial processes. 7. General • Provide support to ensure continuity of routine operations during the absence of the Budget Officer. • Attend meetings, as required, to provide administrative and technical support. • Provide guidance to junior staff, as needed, on financial procedures. • Perform other related duties as required.

Education

At least a High School Diploma or equivalent is required. A first-level university degree in accounting, finance, business administration, economics or a related field is desirable.

Job - Specific Qualification

Professional certification or progress toward certification from a recognized accounting body (e.g. ACCA, CPA, CIMA or equivalent) is desirable.

Work Experience

1. A least 10 years of progressively responsible experience in budget, finance, accounting, treasury operations or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. 2. Experience in budget preparation, monitoring and financial reporting is required. 3. Experience in treasury operations, including cash management, bank reconciliations and receivables management, is required. 4. Experience in the use of ERP systems (e.g. SAP or similar) for financial and budget processes is required. 5. Experience working in an international organization, public sector or intergovernmental environment is desirable. 6. Experience handling assessed contributions, trust funds or donor-funded activities is desirable. 7. Experience supporting audit processes and financial compliance reviews is desirable.
