Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS).
Responsibilities
Within delegated authority, the incumbent will carry out the following duties: Programme Evaluation • Undertake all actions required to plan, direct, organize, conduct and report on technical evaluations of the Delegation of Authority performance, service delivery performance; risk analysis and compliance with the accountability framework by: • Conducting KPI data analysis of the MSD's performance against service delivery standards, implementation of recommendations from client satisfactory surveys and Service Level Agreements, communicating findings and recommendations based on data, research, analytical insights, lessons learnt and After Action Reviews to inform decision-making by senior management. • Providing technical evaluation support to Service Chiefs to ensure responses to Board of Auditors/ Board of Inquiry/ OIOS queries and, monitoring the efficient and effective implementation of recommendations made by the Board of Auditors, the OIOS and the Legislative bodies. • Conducting risk assessments; making recommendations to mitigate the MSD's risk exposure, monitoring and reporting on the implementation of the organization's risk management and enterprise resilience program, reviewing and reporting on the implementation of the risk control matrices as part of the system of internal controls. • Conducting strategic analysis to identify strategic value gaps and the resources required to fill them. • Analyzing information gathered from client satisfaction surveys and formulating convincing and well substantiated conclusions and recommendations for improvements in service delivery. Programme Management: • Preparing and implementing the work and action plans for MSD performance management, performance monitoring, benefits realization management, risk, enterprise resilience and budget management . • Advising on policy development based on evaluation findings concerning program relevance, effectiveness, efficiency; service delivery standards and, impact. • Partnering with internal clients and senior management to design and implement improvements in service delivery, assisting them with service delivery data and their analytical needs; solving service delivery challenges. • Liaising with other departments to integrate new evaluation methodologies and other developments as they are introduced to the Organization. Report Writing: • Audit focal point, monitors and updates evaluation and audit recommendations, provides substantive support to relevant inter-governmental and expert bodies . • Preparing Action Plans to be conducted as part of the System of Internal Controls. • Preparing analytical reports and presentations on strategic service delivery issues, including data analysis, identifying issues, forming hypotheses and synthesizing conclusions into recommendations and presentations. • Drafting the UN Organizational Management Resilience Management System (ORMS) Plans, background papers, analytical analyses, guidelines, conference room papers and other documents, as needed. Service Delivery /Client management: • Planning and generating survey initiatives; reviews, analyzes and interprets responses; designing questionnaires; reviewing, analyzing and interpreting survey responses; identifying problems, issues and preparing conclusions; Establishing and maintaining effective relationships with clients and partners in the Secretariat/missions . • Carrying out any other duties that may be assigned.

Education
Advanced university degree (Master's degree or equivalent) in social sciences, law, accounting/finance, business or public administration, programme management or in a related field is required. A first level university degree with two additional years of qualifying experience in finance/budget/program evaluation or related area may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Three years of experience in programme management or analysis in an international environment is required. Experience with managing multiple projects is required. Experience in the planning and preparation of programmes in an international organization is required, Experience with survey methodology, data analysis and KPIs is required. Experience with results-based budgeting and change management and experience in business process improvement, ERP and/or business intelligence systems is required. Experience in programme evaluation and/or audit in an international environment is desirable. Experience in liaising with intergovernmental and expert bodies is desirable.

This temporary job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures.
