Org. Setting and Reporting
This position is located in UNCTAD’s Division on International Trade and Commodities (DITC), in the Office of the Director. The Programme Management Officer reports to the Director of the Division.
Responsibilities
Within delegated authority and in collaboration with other programme management staff in the Office of the Director, the Programme Management Officer will support the implementation, monitoring and evaluation of programmes, operations, outreach and communications in the area of international trade and commodities, ensuring the objectives and directions set by the Division’s Director are met. The Programme Management Officer will be responsible for the following duties: • Assists the Director in the formulation, and implementation of mandated programmes and the formulation of possible strategies, policies and actions in the area of international and commodities. • Analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions in consultation with the Director. • Liaises with relevant parties; ensures smooth coordination with the Division, the Office of the Secretary General of UNCTAD and UNCTAD’s administration including follow-up actions. • Monitors economic developments in related areas of international trade and commodities, provides substantive inputs to the Director’s overall programme of work with a view on ensuring that policy advice and technical assistance needs of Member States are duly taken into account. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, including within UNCTAD’s and the United Nation’s intergovernmental machinery by proposing agenda topics, identifying participants, preparation of documents and presentations. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Coordinates communication strategies and materials related to international trade and commodities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Contributes to the formulation of the medium-term plan, the programme of work and the budget of the Division. Coordinates activities related to budget funding, identifies and supports resource mobilization and builds partnerships in support of the Division’s work (programme/project preparation and submissions, progress reports, financial statements, etc.);prepares related documents/reports on the programme of work and achievements of the Division. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, law, economics or a related field is required. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area at the United Nations is required. Of these, at least 5 years of experience in substantive issues related to trade and development at the United Nations is desirable. At least two years of experience in developing, coordination and implementing communications strategies and materials is desirable. Experience in a front office setting is desirable. Experience in fundraising and resource mobilization is desirable. Experience in technical cooperation on issues related to international trade and development is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Russian or Chinese (Mandarin) or Spanish or Arabic is desirable. This temporary position is initially available until 30 June 2026. Extensions might be possible provided availability of funds, continuing need of the service and satisfactory performance. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
