Resource Planning and Financial Analysis Act as a key focal point for resource planning and analysis within the Division and Mitigation Branch, supporting management in ensuring the effective allocation, utilization, and monitoring of financial and operational resources. Data Analytics and Reporting Lead the development, maintenance, and enhancement of analytical tools and dashboards using Excel, Power BI, and Umoja, ensuring data accuracy, consistency, and accessibility for planning, monitoring, and reporting purposes. Strategic Analytical Support Provide high-quality, data-driven insights to support decision-making, including the preparation of analytical reports, briefing notes, and evidence-based recommendations for senior management. Planning, Forecasting, and Monitoring Support the planning, forecasting, and monitoring of programme and project resources, proactively identifying risks, funding gaps, and opportunities for optimization. Operational Support to POSH Contribute to the implementation and operationalization of the Programme Operational Support Hub (POSH), including support to workflow design, coordination mechanisms, and day-to-day planning and resource allocation activities. Stakeholder Coordination and Collaboration Coordinate effectively with programme, finance, and administrative teams, as well as with headquarters and regional offices, to ensure alignment, timely information exchange, and efficient service delivery. Process Improvement and Systems Strengthening Identify inefficiencies in existing processes and contribute to the design and implementation of improved procedures, tools, and reporting systems to enhance operational efficiency and transparency. Technical Systems Proficiency and Support Provide technical support and guidance to staff on the use of Umoja, Excel, and Power BI, ensuring effective utilization of systems and contributing to capacity-building efforts where required. Reporting and Compliance Support Support the preparation of periodic and ad hoc reports, including inputs for audits, reviews, and management requests, ensuring timely, accurate, and compliant submission of information. Provide ad hoc operational and administrative support as required, demonstrating adaptability to evolving priorities.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries The Individual Contractor will provide both strategic and operational support across the full resource management cycle, including planning, allocation, forecasting, and performance monitoring. The role is designed to strengthen evidence-based decision-making by delivering high-quality, data-driven analysis and actionable insights to management. The position is anchored within the Climate Change Division, specifically the Mitigation Branch, and will directly support its programme planning and resource management needs. In addition, the Contractor will provide cross-cutting support to other Units and Divisions, as well as to the Programme Operational Support Hub (POSH), ensuring coherence, consistency, and alignment of resource management practices across the organization. The Contractor will contribute to the establishment, operationalization, and continuous improvement of POSH, supporting its transition from the start-up phase to a fully functional service delivery mechanism. This includes developing and refining tools, processes, and reporting frameworks to enhance efficiency, transparency, and accountability in programme and resource management. The consultant will work in close consultation with the Administration Unit in the Mitigation Branch, Paris Office . The outputs need to be accepted by UNEP to be considered satisfactory. Objectives 1. Align resource planning and ensure consistency across units. 2. Deliver data-driven insights and define key KPIs for decision-making. 3. Consolidate data sources and support financial/resource tracking. 4. Develop and maintain dashboards and analytical tools (Excel, Power BI, Umoja). 5. Strengthen forecasting, monitoring, and risk identification. 6. Support POSH implementation and process improvements. Specific tasks and responsibilities • Set up and manage data refresh processes for Power BI dashboards. • Define and track KPIs in collaboration with stakeholders. • Train users on dashboard navigation and data interpretation. • Prepare documentation for data processes and dashboard usage. • Support data migration to the Europe Hub model. • Ensure data sorting, validation, and quality control.
Qualifications/special skills
University degree in Finance, Economics and Data Analytics, IT or related field. A minimum of seven (7) years of progressively responsible experience in resource planning, financial management, programme management, data analysis, or related areas is required. Demonstrated experience in providing strategic advisory support and contributing to decision-making processes is required. Proven operational expertise in managing complex projects, including planning, coordination, and implementation, is required. Experience in data analytics and reporting tools (e.g. Excel, Power BI) is required. Experience with Enterprise Resource Planning (ERP) systems such as Umoja is desirable.
