Org. Setting and Reporting

The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). This position is located in the Supply Unit within the Life Support Services Section (LSSS), Office of the Chief Service Delivery, UNSOH. The Supply Officer reports to the Chief of LSSS or to a senior Supply Officer.

Responsibilities

Within delegated authority, the Supply Officer will be responsible for the following duties: These jobs are primarily involved with contract management, procurement planning and supply chain coordination with relevant sections and units in support of United Nations operations. The Supply Officer is responsible for furnishing all types of supplies, equipment, material, property, and certain services to the Peacekeeping Missions; coordinating procurement activities, identifying and consolidating requirements, supporting operational needs, and ensuring the timely delivery, receipt and inspection of supplies, equipment, and services within the Support Mission in UNSOH. An incumbent at this level typically: • Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services. • Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for equipment, tools, materials, services, supplies, food aid and utilities. • Oversees and utilize relevant information systems and tools for tracking, reconciliation, and costing purposes. Ensures that mission requirements are accurately reflected and managed throughout the supply chain lifecycle, including the planning, creation, review and validation of shopping carts, purchase orders, material and product identification data, and product categories, from requirements planning and sourcing through inventory management, asset control and disposal, in accordance with applicable United Nations policies, procedures and systems. • Initiates and coordinates actions leading to procurement, maintenance and disposal of equipment, materials and other assets. • Undertakes market research and reviews best practices in contract development and supply management, adapting such practices to United Nation’s requirements. • Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources. • Develops and implements plans for the redeployment or transfer of assets, as applicable. • Ensures that accurate and complete accounting,, reporting and internal control systems are functioning and that all relevant records are maintained. • Reviews and analyzes problems, audit and performance reports on mission activities and provides remedial actions, programmes where required. • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission. • Manages and coordinates field supply delivery operations. • Oversees, the receiving and Inspection (R and I) Reports for submission to Procurement Section. • Monitors procurement actions undertaken by the Third-Party Agent, as applicable. • Reviews, prepares and defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements. • Provides guidance and supervision to new/junior staff. • May perform other related work as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, supply chain management, public administration, engineering, law or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in supply services, administration, logistics, procurement, contract management, project management or a related area is required. Experience in procurement, contract management and performance monitoring of large-scale goods or services contracts for supplies in a complex operational field environment is required. Experience in international operations in a post conflict environment is required. Experience with ERP (Enterprise resource planning) e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable. Experience working with data analytics and visualization tools and developing data analytics and visualization reports and dashboards for supply chain is desirable.
