The National Consultant will be responsible for supporting the in-country coordination and implementation of CCAC-supported activities in Somalia, working closely with the Ministry of Environment and Climate Change (MoECC), the Pollution Monitoring Unit (PMU), and the Stockholm Environment Institute – Africa Center. This includes facilitating cross-ministerial consultations, supporting stakeholder engagement, and ensuring alignment with national priorities related to air quality management and short-lived climate pollutants (SLCPs). The consultant will contribute to strengthening Somalia’s national air quality governance framework by supporting the development of policy-relevant evidence, including a policy gap analysis and recommendations for a future National Air Quality Policy and National SLCPs Plan. In parallel, the consultant will support the integration of SLCP considerations, including methane, into existing national planning processes, including the preparation of targeted methane policy briefs in key sectors such as agriculture (livestock), waste, and energy (where relevant). Building on the ongoing Targeted Expert Assistance, the consultant will help identify priority actions and capacity needs for Air Quality Monitoring and SLCPs mitigation in Somalia, support the implementation of project activities, and contribute to enhancing linkages between air quality and climate policy processes, including Somalia’s NDC 3.0. Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. As of October 2023, the CCAC Secretariat is also providing secretariat services to the Global Methane Pledge. More information about the Global Methane Pledge is here: www. Globalmethanepledge.org. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information on the CCAC is available at: www.ccacoalition.org Somalia joined the CCAC in 2025 to step up its ambition to combat short-lived climate pollutants (SLCPs) through the Ministry of Environment and Climate Change (MoECC) and its Pollution Monitoring Unit (PMU). In its efforts, PMU has initiated key steps toward establishing a national air quality governance framework, including early-stage air quality monitoring and integration of air pollution priorities within national development frameworks such as the National Transformation Plan (NTP 2025–2029) and the updated Nationally Determined Contribution (NDC 3.0). However, significant gaps remain in institutional capacity, policy coherence, and availability of policy-relevant evidence to support comprehensive air quality management. In parallel, there is an increasing recognition of the importance of addressing short-lived climate pollutants (SLCPs)—including methane, black carbon, and hydrofluorocarbons—as part of integrated air quality and climate strategies. That process is now supported through an ongoing targeted expert assistance project in Somalia, with Stockholm Environment Institute Africa Center, to bridge the technical gap and support the development of AQ management guidance and framework for Somalia along withpolicy briefs that will allow for reducing air pollution source in the country. To support in country coordination - the CCAC is therefore seeking a National Project Coordinator for Somalia to provide in-country coordination, technical support, and policy development assistance, ensuring alignment with national priorities and facilitating effective engagement with stakeholders and to strengthen the capacity of Somalia's Pollution Monitoring Unit in streamlining SLCP action across various efforts. The CCAC National Coordinator will be responsible for: – Policy coordination and implementation: Ensuring alignment between CCAC-supported activities and Somalia's national priorities on air quality, climate change, and short-lived climate pollutants (SLCPs), including the National Transformation Plan (NTP 2025–2029) and NDC 3.0. Supporting the development of policy-relevant evidence, including the policy gap analysis and recommendations toward a future National Air Quality Policy. – Project coordination and delivery support: Supporting the implementation of the CCACfunded Targeted Expert Assistance project in Somalia, working closely with the Ministry of Environment and Climate Change (MoECC), the Pollution Monitoring Unit (PMU), and SEIAfrica. Facilitating in-country coordination, consultations, and timely delivery of project outputs. – Stakeholder engagement and capacity building: Strengthening collaboration across government entities, including environment, agriculture, waste, and energy sectors, as well as with development partners and regional initiatives. Supporting the organization of workshops and consultations, and contributing to capacity building on air quality monitoring, data analysis, and SLCP mitigation. – SLCP and methane policy support: Leading the development of targeted policy inputs on methane and other SLCPs, including policy briefs focused on agriculture (livestock), waste, and energy (where relevant). Identifying priority mitigation opportunities, policy gaps, and actionable recommendations aligned with national development and climate objectives. – Monitoring, reporting, and coordination: Tracking progress of project activities and supporting reporting requirements in line with national and CCAC frameworks. Ensuring effective communication between national stakeholders and the implementing partner. – Representation and advocacy: Supporting the representation of Somalia in relevant CCAC engagements, regional dialogues, and technical exchanges, helping to elevate national priorities on air quality and SLCP mitigation and foster collaboration with regional and international partners. Output expectations: 1) A complete inception package including: (i) validated workplan aligned with project objectives, timeline, and KPIs; (ii) stakeholder mapping and engagement plan across environment, agriculture, waste, and energy sectors; (iii) stocktake report of existing policies and institutional frameworks related to air quality and SLCPs; and (iv) summary report of initial stakeholder consultations with identified entry points for SLCP integration into national processes. 2) A draft contribution to the national air quality policy gap analysis, including compiled data, stakeholder inputs, and regulatory review; initial draft outlines of methane/SLCP policy briefs (agriculture, waste, energy); and delivery of a national capacity-building workshop on air quality monitoring and data analysis with SLCPs considerations, including training materials, participant list, and workshop report. 3) Finalized contributions to the national policy gap analysis report with actionable policy recommendations; draft methane and SLCP policy briefs for priority sectors (agriculture, waste, energy); and stakeholder consultation report validating findings and recommendations, including documented feedback and integration into outputs. 4) Final methane and SLCP policy briefs (agriculture, waste, energy) aligned with national priorities; analytical inputs to the baseline air quality assessment; and a national coordination update report summarizing stakeholder engagement, inter-ministerial coordination, and progress on air quality and SLCP policy development. 5) A consolidated report mapping ongoing and planned air quality and SLCP initiatives in Somalia; identification of priority investment opportunities and collaboration pathways; and a set of concept notes or recommendations for future CCAC-supported projects and climate finance mobilization. 6) A comprehensive final report summarizing all activities, results, and impacts; a complete dissemination package including workshop/webinar materials (agenda, presentations, participant list, summary report); and a set of strategic recommendations outlining next steps for developing Somalia's National Air Quality Policy and integrating SLCPs into national frameworks (including NDC implementation). 1st deliverable(s): - Develop a draft workplan aligned with the project outputs, timeline, and performance indicators, for validation by MoECC, PMU, and the CCAC Secretariat. - Develop a stakeholder mapping and engagement plan, including roles and responsibilities of key actors across environment, agriculture, waste, and energy sectors. - Conduct a stocktake of Somalia's existing policies, strategies, and institutional frameworks related to air quality and SLCPs, including linkages with NTP 2025–2029 and NDC 3.0. - Identify key entry points for integrating SLCPs (including methane) into national policy processes. - Support the organization of initial stakeholder consultations and coordination meetings. - Prepare summary notes and records of stakeholder engagements and meetings. 2nd deliverable(s): - Submission of a progress report covering activities undertaken (validated by CCAC and MoECC). - Support the development of the policy gap analysis, including data collection, stakeholder inputs, and review of existing regulations and institutional arrangements. - Prepare draft outlines and initial content for methane policy briefs (agriculture, waste, and energy where relevant). - Support the organization and delivery of the national capacity-building workshop on air quality monitoring and data analysis. - Prepare briefing notes and technical inputs for MoECC and PMU as required. - Prepare meeting summaries and maintain coordination records. 3rd deliverable(s): - Submission of a progress report covering activities undertaken, including a summary of project implementation progress (validated by CCAC). - Contribute to the finalization of the policy gap analysis report and development of policy recommendations for Somalia's National Air Quality Policy. - Develop draft methane and SLCP policy briefs for priority sectors (agriculture, waste, energy where relevant). - Support stakeholder consultations to validate policy findings and recommendations. - Provide updates on integration of SLCP considerations into national policy processes (including NDC 3.0 implementation where relevant). 4th deliverable(s): - Submission of a progress report covering activities undertaken (validated by CCAC). - Finalize methane and SLCP policy briefs, incorporating stakeholder feedback and ensuring alignment with national priorities. - Support the development of analytical outputs, including contributions to the baseline air quality assessment and related analytical notes. - Prepare an update note on national engagement and coordination efforts related to air quality and SLCPs. - Support preparation of materials for national or regional engagement opportunities (as relevant). 5th deliverable(s): - Submission of a progress report covering activities undertaken (validated by CCAC). - Prepare a consolidated overview of ongoing and planned initiatives related to air quality and SLCPs by national and international partners in Somalia. - Identify opportunities for collaboration, investment, and scaling of SLCP mitigation actions. - Provide inputs on potential project concepts or funding opportunities related to methane and air quality. 6th deliverable(s): - Submission of a final progress report covering all activities undertaken and summary of project results (validated by CCAC). - Prepare a package of materials for a national dissemination workshop or webinar, including agenda, participant list, presentations, and summary report. - Support dissemination of key outputs, including policy gap analysis and methane policy briefs, to national stakeholders. - Provide final recommendations for next steps toward the development of Somalia's NationalAir Quality Policy and integration of SLCPs into national frameworks.
Qualifications/special skills
Master's degree or equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. – At least 3 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. – Demonstrated ability to provide technical assistance to governments and other stakeholders is required. – Ability to work effectively with multiple stakeholder groups including national governments is required. – Excellent communication skills (written and oral presentations) are required. – Knowledge of the national policies in climate change mitigation and air pollution is required. – A good understanding of short-lived climate pollutants, climate change and air pollution issues in Thailand is required. – Ability to work with advanced formulas in Excel spreadsheet is desirable.
