Duties and Responsibilities
The work of the United Nations Office on Drugs and Crime (UNODC) is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. The Commission on Narcotic Drugs (CND) was established by the United Nations Economic and Social Council (ECOSOC) resolution 9(I) in 1946 is to assist the ECOSOC in supervising the application of the international drug control treaties. The CND is the governing body of UNODC and the central policymaking organ within the United Nations system dealing with drug-related matters. The Commission monitors the world drug situation, develops strategies on international drug control and recommends measures to combat the world drug problem, including through reducing demand for drugs, promoting alternative development initiatives and adopting supply reduction measures. GLOU68 programme – “Civil Society Global Programme (CS-GP)” has two main segments: one on drug and another on crime-related activities. The UNODC Civil Society Unit works closely with the Vienna NGO Committee on Drugs (VNGOC) to facilitate the work of NGOs in UNODC’s drug related activities. Over the years, UNODC has worked with over 3,300 non-governmental and civil society organizations at the local, national, regional and global levels. The collaboration with the VNGOC is facilitated by a Memorandum of Understanding (MoU) which has remained operational since 2017. To help implement the programme, amongst others, the UNODC Civil Society Unit also maintains regular communication with relevant NGOs through an NGO Unit mailbox, by disseminating valuable information on UNODC activities such participation in intergovernmental meetings and awareness campaigns. As part of the team and under the supervision of the Programme Officer, the contractor will support the implementation of the activities related to drugs and crime within the framework of the GLOU68 programme, in the view of: • Assisting with preparation activities around the Crime Congress and related meetings • Liaising with NGO Alliance on all matters related to NGO participation in the meetings of the UN Crime Congress, COP UNTOC and the implementation of international commitments in line with the MoU. • Support capacity building activities, including organizing webinars and workshops
Qualifications/special skills
High school diploma or equivalent is required. A minimum of one year of professional experience in an international environment covering the area of drugs and crime is required. Practical experience of civil society outreach on drug related matters is required. Practical knowledge of the current international drug policy debate is required. Working experience with NGO umbrella organizations working on drug related issues is desirable. Proven experience working with NGOs on UNODC drug related mandates is desirable. Expert knowledge and practical experience of UNODC rules of engagement with NGOs is desirable. Professionalism, excellent interpersonal and communication skills, capacity to work in a team, planning and organizing skills are desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
