Org. Setting and Reporting
The position is located in the Regional Advisory Programme of the Division for Africa, Least Developed Countries and Special Programmes (ALDC) of the United Nations Trade and Development (UNCTAD), in Geneva, Switzerland. The Programme Management Officer reports to the Inter-Regional Adviser.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with the director of the division about project activities and relevant parties; identifies and tracks follow-up actions. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and relevant parties, drafting mission summaries, work program of activities and terms of reference of consultants and individual contractors • Performs consulting assignments, in collaboration with the clients, by planning facilitating workshops, and recruitment of local and international experts to match the needs of the implementation plan of the projects . • Researches, analyses and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Performs other duties as required.

Education
Advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area, in trade related technical assistance projects, is required. Experience in organizing training courses, events and workshops within government and Regional Economic Communities (RECs) in developing countries is desirable. Knowledge of management tools and project implementation cycles is desirable. Experience working on programme or project management in international organizations, such as the UN, Funds or Programmes, is desirable.
Languages
