Result of Service

Under the direct supervision of the Economic Affairs Officer and general supervision of the Chief, Space Applications Section, the Technical Specialist will carry out the following duties: Duties and Responsibilities 1. Lead conduct of capacity development activities under the project in support of activities 1.1.2; A1.1.3: A1.3.1 2. Develop and maintain an active online repository of tools and training materials to support capacity development on Earth Observation-based drought monitoring in the project countries and beyond 3. Develop knowledge products to support learning activities as well as regional publications (e.g. the compendium of good geospatial practices from North and Central Asia using ESCAP templates) in support of activity 1.3.2. 4. Provide inputs to project progress report and other documents. 5. Perform other duties under the supervision of the Section Chief. EXTENSION 1: --------------------- 6. Conduct activities to synthesize and present the progress and development of the project at a high-level regional meeting, through a side-event or similar format. Performance indicators for the evaluation of output: • Effective communication with the project stakeholders and positive feedback from participants. • Timely submission of quality outputs with corresponding documentation to the satisfaction of the supervisor and approval of the Chief of Space Applications.

Duties and Responsibilities

ESCAP has initiated a project to enhance the capacity of Central Asian countries to use Earth Observation and geospatial tools with statistical data for drought and crop monitoring. Leveraging the Regional Drought Mechanism, this project aims to help Central Asian countries utilize recent advances in space technology and geospatial data for drought management, and to facilitate timely access to space-derived data, regional expertise, and resources. The project, supported by the Russian Federation, focuses on Kyrgyzstan, Tajikistan, and Uzbekistan. It will leverage regional expertise and partner with local institutions to develop an operational drought monitoring system and a cloud-based crop monitoring system in the context of the Asia-Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030). The project is supporting the three countries in addressing the barriers to effectively using EO and geospatial tools, including limited technical expertise, infrastructure constraints, and restricted access to advanced data-sharing platforms. The project will develop a publication on good practices of the use of space applications for drought and crop monitoring incorporating experience in the target countries.

Qualifications/special skills

A university degree in science, engineering, or a related field, with specialization relevant to one or more of the six priority themes of the Asia‑Pacific Plan of Action on Space Applications for Sustainable Development (2018–2030): (i) disaster risk reduction and resilience; (ii) sustainable management of natural resources; (iii) connectivity for the 2030 Agenda; (iv) social development; (v) sustainable energy; and (vi) climate change. Academic training or research directly focused on disaster risk reduction and resilience is considered a strong asset. Proven experience in the development of innovative applications using geospatial, Earth observation, and/or other spatial datasets is required. Experience in designing and delivering training programmes to culturally diverse audiences, including government officials, practitioners, and technical specialists, is a strong asset. Proficiency in Google Earth Engine and related cloud‑based geospatial processing platforms; excellent drafting, editing, and documentation skills; advanced project management capabilities; and demonstrated competence in designing, implementing, and facilitating technical and capacity‑building activities.

Languages

Fluency in English, both written and spoken, is required.
