About the Country/Multi-Country Office
Based in Peru, the Andean Multi-Country Office (ANMCO) also oversees UNOPS operations in Ecuador and Colombia. In both Peru and Ecuador, UNOPS primarily provides technical assistance to strengthen local government capacities and improve public service delivery. Active in Peru since 1995, UNOPS has supported a wide array of initiatives across sectors such as health, education, justice, governance, environment, transportation, agriculture, and recreation—contributing to public sector modernization and the efficient, transparent use of public resources. Over the past 32 years, this collaboration has mobilized nearly USD 4 billion in public investments, delivering estimated savings of 20% and supporting progress toward the Sustainable Development Goals. Job Specific Context
El rol apoyará la asistencia técnica de UNOPS en la modernización y repotenciación de la infraestructura crítica de centrales hidroeléctricas. El especialista se centrará en el proyecto para la reposición del sistema contraincendios (SCI) en las centrales de generación asociadas.
Role Purpose
El Ingeniero en Protección contra Incendios proporcionará soporte técnico especializado para actuar como autoridad técnica en seguridad contra incendios, asegurando el cumplimiento de la normativa aplicable a las centrales eléctricas.
Functions / Key Results Expected
1. Preparación y Validación de la Procura
- Apoyar en colaboración con el equipo multidisciplinario en la elaboración, revisión y actualización de las Especificaciones Técnicas (EETT) y Términos de Referencia (TDR) para el Proyecto.
- Evaluar riesgos de incendio en generadores y transformadores; y verificar el estricto cumplimiento de la norma NFPA 850 (para Plantas de Generación de Energía).
- Evaluar agentes de extinción (agua, espuma, CO2, etc.) y sistemas de detección y alarma.
- Validar el presupuesto de la contratación desde su especialidad, asegurando la consistencia de los costos de equipos y servicios.
- Desde su especialidad, definir los parámetros de calificación de oferentes (experiencia relevante del personal, capacidad técnica y disponibilidad de equipo) para las licitaciones de ejecución y supervisión.
2. Soporte al Proceso de Licitación y Adjudicación
- Desde su especialidad, revisar y comentar documentos de proyecto y bases de licitación, así como otra información de la entidad disponible.
- Participar como miembro de un Comité de UNOPS en la revisión de las actuaciones del Comité de Evaluación de la entidad cooperante.
- Elaboración –en conjunto con otros miembros del equipo de UNOPS–, de un Informe General de los resultados del proceso de licitación.
3. Supervisión y Monitoreo Post-Adjudicación
- Supervisar la calidad y el cumplimiento de la ingeniería contratada para la elaboración y actualización de los documentos técnicos (EETT/TDR).
- Monitorear el avance de los contratos y absolver consultas de diseño relativas a su especialidad (sistemas SCI), establecidos en el marco de los contratos suscritos de los proyectos.

Título universitario (equivalente a un Bachelor’s degree) como Ingeniero eléctrico, mecánico, o industrial o similar, con cuatro años de experiencia O
Título universitario superior (maestría) como Ingeniero eléctrico, mecánico, o industrial o similar con dos años de experiencia.
Deseado
Certificación en Protección contra Incendios NFPA (850, 12, 13, 20, 25 y 72 CFPS.
Experience Requirements
Requerido
Mínimo de 2 a 4 años de experiencia (dependiendo del grado académico) en sistemas contra incendios.
Experiencia en el diseño e instalación de sistemas de supresión basados en agentes gaseosos (e.g., CO2, Novec 1230).
Deseado
Experiencia en proyectos de ingeniería hidroeléctrica. Experiencia en el uso de normas internacionales de seguridad contra incendios (e.g., NFPA, FM Global).
Experiencia en sistemas contra incendios de generadores y transformadores en centrales de generación.
