In addition, the Finance Group prepares and oversees the implementation of finance-related policies, upholding the highest standards of financial stewardship and supporting UNOPS in achieving operational excellence and fiscal responsibility.

Job Specific Context

The Finance Senior Assistant reports to the Financial Specialist who is heading the General Ledger Team within the Financial Statements and UNBOA Relations unit based in UNOPS Bangkok, and provides broad supervision and guidance. The Finance Senior Assistant is responsible for efficient  financial resources management and the provision of accurate, thoroughly researched and   documented financial information and transparent utilization of financial resources. He/she   supports the analysis and interpretation of the financial rules and regulations and provides   solutions to a wide spectrum of complex financial issues. The Finance Senior Assistant promotes   a client-oriented approach consistent with UNOPS rules and regulations.  

Role Purpose

The Finance Senior Assistant provides accounting, budget administration, cash management and financial reporting support to ensure efficient and compliant financial operations. The incumbent performs a wide range of financial transactions with a high degree of accuracy, ensuring compliance with UNOPS financial rules and regulations (FRRs), policies and donor requirements.

Functions / Key Results Expected

1. FINANCIAL OVERSIGHT AND MONITORING 

  • Provide support in reviewing submissions and account balances to ensure recording and reporting compliance in accordance with UNOPS Financial Rules and Regulations (FRR) and other applicable Organizational Directives (OD) and Operational Instructions (OI). 

  • Assist in coordinating and following up with related parties and prepare issue reports for escalation. 

  • Support in quarterly and year-end financial closure processes.

  • Assist in the processing of financial transactions, including payments, receipts, and journal entries, ensuring accuracy and compliance with UNOPS financial regulations and rules. 

  • Assist with preparing  and posting  journal entries , preparing account reconciliations, identifying discrepancies, and follow up on outstanding items. 

  • Support the reconciliation of bank accounts and other financial records

  • Maintain accurate and up-to-date financial records. 

  • Review finance data in the General Ledger (GL) for completeness, accuracy, and correctness of accounting entries. 

  • Exercise periodic monitoring on transactions and account balances in respective areas to ensure recording and reporting is made in accordance with UNOPS FRR, OD, and OI. 

  • Support quarterly journal reviews 

  • Assist with preparing  and posting  journal entries , preparing account reconciliations, identifying discrepancies, and follow up on outstanding items. 

  • Raise or review transactions in UNOPS' ERP system (OneUNOPS)  

2. CAPACITY BUILDING / SYSTEM IMPROVEMENT  

  • Support the continuous improvement and refinement of UNOPS' financial processes to reduce manual work and enhance efficiency. 

  • Support process documentation and continuous improvements in the corporate system (PPP - Policies and Process Portal). 

  • Maintain a log of issues identified, analyze data based on lessons learned, and related dashboards. 

  • Build a strong understanding of the UNOPS ERP system (OneUNOPS) to assist with team tasks. 

  • Contribute to the preparation of training materials in accordance with IPSAS standards and UNOPS FRR and deliver training sessions to finance practice members. 

  • Undertake ad-hoc tasks as assigned.

Education Requirements

Required

  • Secondary school (or equivalent) with 5 years of relevant experience OR

  • Bachelor’s degree (or equivalent) in any discipline with 1 years of relevant experience is required.

Desired

  • Diploma or certification in finance-related subjects or business administration is an asset.  

Experience Requirements

Required:

5 years (or less, depending on academic credentials) of relevant experience in finance or accounting is required. 

Desired: 

Experience with IPSAS or IFRS is desirable 

Experience with ERP systems is an advantage.
