The Position:

UNFPA will support MoH to develop a Tanzania specific Midwifery Investment Case. This case will guide strategic investments, advocate for policy formulation, and resource mobilization, with the ultimate goal of improving maternal and neonatal health outcomes in Tanzania. 
 

The consultant will work under the overall guidance and supervision of the Assistant  Representative.

Overall Goal


Generate robust, locally relevant evidence that informs strategic advocacy and policy engagement, leading to institutionalization of midwifery models of care and ensure equitable access to quality midwifery-led care, availability of quality-assured commodities and increased domestic resources to significantly contribute to the reduction of preventable maternal and newborn mortality.

You would be responsible for:

The consultant will be responsible for the following tasks:

 Inception and Stakeholder Engagement

 Situation Analysis.

Modeling Health Impacts, Costs, Workforce Requirements and Economic Benefits of Scaling Midwife-delivered Interventions.

Workforce Analysis and Policy Development

Enabling Environment and Policy Analysis

 Validation and Dissemination

Key Deliverables

The following key outputs are expected:

Duration and start date

The consultancy will be conducted for 60 days, commencing from the date of contract signature. The sixty days consultancy will be structured into distinct phases: an initial inception workshop and planning phase, followed by data collection, review, and analysis. 
Subsequently, the focus will shift to drafting reports and stakeholder validation, culminating in the finalization, dissemination, and submission of all deliverables.
 

Supervisory arrangements:

The consultant will report to the UNFPA Tanzania Country Office Assistant Representative. Technical guidance will be provided by designated UNFPA technical team members based at the country office, regional and Head Quarter offices. Regular review meetings will be held to assess progress and resolve challenges. Existing national coordination platforms will be leveraged, particularly the MoH’s line Directorate of Human Resource Development and Division of Nursing and Midwifery Services (DNMS) for technical input and oversight as well as RMNCAH TWG, to ensure alignment with ongoing initiatives, policies, and priorities for Tanzania's Health Sector.

Dar es Salaam, Tanzania - Remote Work

Expected travel:

The consultant is required to attend any meetings specifically requested by the UNFPA country office. Travel costs for activities outside Dar es salaam will be covered by UNFPA, according to the established rules and guidelines. This includes transportation and per diem for missions related to data collection, stakeholder consultations, and co-facilitation of the national Inception workshops as outlined in the Terms of Reference (TORs).

These specific missions will be determined in advance and coordinated with the designated UNFPA project team.

Education:

 Master’s Degree in Health Economics, Public Health, Health Financing, or related health sciences.
