Purpose of consultancy:

The Government of Uzbekistan, through the National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan, is implementing the Uzbekistan Innovative Social Protection System for Inclusion of Vulnerable People (INSON)” Project, supported by a concessional loan from the World Bank.

Under Component 2 of the project: Improving Access and Quality of Social Services for Vulnerable People, the project prioritizes strengthening survivor-centred, multisectoral responses to GBV, enhancing the quality and accessibility of social services delivered through Inson centres, crisis rooms, rehabilitation facilities, and community-based mechanisms.

UNFPA, as the implementing partner, will support the National Agency for Social Protection (NASP) in improving access to quality social services for vulnerable populations through a set of coordinated technical assistance, capacity development, and policy support activities.

To ensure coherence, operational coordination, and national ownership across these initiatives, UNFPA seeks to engage a National Gender Expert (NO-B) to act as Project Coordinator, providing technical, coordination, and implementation support across the project, while anchoring all interventions in the national policy and institutional context.

The Project Coordinator will ensure effective implementation, coordination, and technical follow-up of UNFPA-supported outputs under the Agreement. 

Scope of work:

(Description of services, activities, or outputs)

Under the overall supervision of UNFPA and in close coordination with NASP, the Project Implementation Unit (PIU) and World Bank the National Consultant will perform the following functions:         1. Project Coordination and Implementation
  • Serve as the primary coordination focal point between UNFPA, NASP, PIU, the World Bank, and national stakeholders
  • Ensure timely and effective implementation of project outputs in line with the agreed workplan and SFA
  • Coordinate inputs across government entities, service providers, and partners
  • Support organization and follow-up of technical meetings, working groups, and consultations 2. Technical and Operational Support
  • Support delivery of outputs related to GBV multisectoral response, service quality, and institutional coordination
  • Contribute national expertise to policy documents, SOPs, action plans, and analytical outputs
  • Facilitate alignment of project outputs with national legislation, reforms, and institutional frameworks
  • Support piloting, validation, and institutionalization of tools and service models

     
3. Stakeholder Engagement and Facilitation
  • Ensure effective communication and coordination between international experts, national consultants, NASP, and relevant ministries
  • Facilitate consultations, validation processes, and stakeholder buy-in for project deliverables
  • Strengthen coordination mechanisms across sectors involved in GBV response

     
4. Monitoring, Reporting, and Knowledge Management
  • Contribute to progress reports, technical briefs, and donor updates in line with reporting requirements under the Agreement
  • Support data collection, tracking of results, and documentation of good practices and lessons learned
  • Ensure outputs are aligned with project indicators, timelines, and reporting obligations

     
Duration and working schedule:

Consultant will be paid on a monthly basis based on the rates established by UNFPA Uzbekistan equivalent to NoB level. 

The expected start of consultancy is May 2026. Contract duration will be 8 months.

Place where services are to be delivered: Home-based with travels to the regions of Uzbekistan.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Deliverables:

1. Inputs to Inception Report (Strategic Implementation Plan) with refined methodology, sequencing, and coordination framework
2.  Inputs to Validated National Action Plan on GBV Response
3. 

Finalized SOPs and referral protocols for MSR to GBV tested and revised;

4.  Legal and policy gap analysis inputs and national consultation summaries 
5.  Service quality assessment and updated case management guidelines
6.  Pilot service model implementation, documentation and evaluation reports
7.  ToT reports and participants evaluations
8. 

Technical notes and coordination summaries as required

9. 

Quarterly, mid-term, and final consolidated progress reports.

10.

Knowledge products capturing lessons learned and recommendations

Ownership of outputs: UNFPA, NASP, WB.

All deliverables should be drafted in English/Russian/Uzbek

Monitoring and progress control, including reporting requirements, periodicity format and deadline: Activities and progress will be monitored through regular contact with the consultant and UNFPA staff. The National Consultant will report directly to UNFPA Uzbekistan, working under the technical guidance of the International Team Leader. Close coordination with NASP, WB and the PIU will be maintained throughout implementation.
Supervisory arrangements:  National Programme Specialist on Gender and Social Norms Change will directly supervise activities related to the consultancy.
Expected travel: Travels to the regions are envisaged. 
Required expertise, qualifications and competencies, including language requirements:
  • Advanced university degree in law, public policy, social sciences, social work, gender studies, or a related field;

     
  • At least 7 years of professional experience in GBV programming, social protection, or multisectoral service delivery in Uzbekistan;

     
  • Demonstrated experience working with government institutions and coordinating multi-stakeholder processes;

     
  • Strong knowledge of national legislation, institutional mandates, and service delivery systems related to GBV;

     
  • Experience supporting policy development, SOPs, or national guidelines is an asset;

     
  • Excellent analytical, facilitation, and drafting skills;

     
  • Fluency in English, Uzbek and Russian; 
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA CO will provide the consultant with all available documents in relation to this consultancy.

The CO will also provide necessary additional logistical support in terms of arranging meetings, when necessary.

Other relevant information or special conditions, if any:

Payment will be disbursed on a monthly basis upon completion and submission of each deliverable and acceptance of services by the UNFPA Uzbekistan related staff.  

In case the deliverable is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full. No interim payments will be executed.
