Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental system that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to multilateral environmental agreements (MEAs). It works with international and nongovernmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of global treaties. UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. Under the Law Division, OzonAction’s Compliance Assistance Programme (CAP) provides policy and technical support and project management services to the Europe and Central Asia (ECA) network countries to help them comply with the provisions of the Montreal Protocol for the phase out of ozone depleting substances (ODS) and phase-down of global warming hydrofluorocarbons (HFCs). At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. Duties and Responsibilities: Under the supervision of the Senior Programme Management Officer, and under the overall guidance of the Head of OzonAction branch, the consultant will support the delivery of the following tasks in support of the effective functioning of the ECA network: 1. Prepare and conduct up to three online sessions to increase the capacity of the ECA network, including preparing the programme, liaising with potential speakers, preparing materials for the sessions and facilitating the sessions. 2. Develop background documents and presentations and provide technical comments on the programme for the Regional Network Meeting planned for October 2026. 3. Develop the ECA network needs and priorities questionnaire. The survey is to cover the need for physical and online meetings, country-to-country assistance, small-scale meetings, publications / translations, regional awareness raising, as well as priority meeting topics and feedback on the operation of the ECA network. 4. Collect information about existing centers of excellence that provide services in the refrigeration, air-conditioning and heat pump sector in the ECA network countries. The information should address services provided by such centers, their mode of operation and financing. 5. Develop an information note on the latest developments in the refrigeration industry and related fields and provide updates as relevant. 6. Produce an ECA-focused digest based on publications, NOU websites, progress reports, market data, and other relevant sources to identify emerging regional trends, challenges and success stories. 7. Prepare a set of presentations on the topics covering the ECA project portfolio, including Kigali HFC Implementation Plans (KIPs), Energy Efficiency, National inventory of banks of waste-controlled substances and development of a national plan for the management of those substances, HCFC Phase-out Management Plans (HPMPs), Institutional strengthening, and Life-cycle Refrigerant Management (LRM).

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in environmental sciences, or environmental management, natural sciences, engineering, or any related discipline is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. A minimum of five (5) years of progressively responsible experience in Montreal Protocol programs is required. Work experience with the phaseout of ozone-depleting substances (ODS) or the phase-down of hydrofluorocarbons (HFC) is required. Work experience with developing countries or countries with economies in transition is required. Work experience related to Multilateral Fund policies and procedures, or those of a similar environmental financial mechanism, is required. Experience providing policy advice or technical support to government authorities at the regional or international levels is required. Work experience in countries of the Europe & Central Asia network is desirable. Experience managing a complex and large portfolio of projects and services is desirable. Work experience in a UN system entity, international organization, or national institution that implements Montreal Protocol programs or projects is desirable. A minimum of two (2) years' experience in data analytics or a related area is desirable.

Languages

Fluency in oral and written English is required. Fluency in oral and written Russian is desirable.

Additional Information

Experience in data analytics, report writing, and meeting organization is desirable.
