Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. It helps countries develop policies and programmes to respond to ecosystems challenges and reduce pollution from land-based and sea-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning. UNEP’s Source to Sea Pollution Unit plays a crucial role in identifying and acting on the challenge of land-based pollution. The Unit focuses on issues including but not limited to plastic pollution and marine litter, nutrient management, wastewater and physical alteration and destruction of habitat and its activities serve to help achieve the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development, specifically SDG 6 and 14. It also contributes to UNEP’s Medium-Term Strategy 2026-2029, and as well as to the implementation of UNEP’s Chemicals and Pollutions Action sub-programme and relevant United Nations Environment Assembly (UNEA) resolutions on marine litter and plastic pollution, as well as toward the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities (GPA). To effectively address plastic pollution, the Unit is working toward the Output 3 of the Programme of Work (PoW) project titled “ONE UNEP Plastic Project on Accelerating a Global Circular Plastic Economy to Reduce Plastic Pollution and its Impacts’’, which aims to trigger a systems change to accelerate the safe and just transition towards a circular economy of plastics thereby reducing plastic pollution. This output focuses on enabling and planning actions to address plastic pollution and includes the facilitation of the development of harmonized methodology and tools to assess national baseline, and guide governments and stakeholders to develop systemic and tailored action. Engagement with all relevant stakeholders is also promoted through this output, including through GPML and Global Plastics Hub. The consultant will be focused on the work under the GPML, particularly on the management, migration, and enhancement of the Global Plastics Hub, with funding by the Government of Japan. This assignment is within UNEP’s Ecosystems Division, under the direct supervision of the Programme Management Officer leading the development of Global Plastics Hub, guidance from the Programme Management Officer on Plastics & PADH, and under the overall supervision of the Chief of the Source to Sea Pollution Unit, in close consultation with other relevant divisions, regional offices and Regional Seas programmes. Duties and Responsibilities 1. Global Plastics Hub enhancement: 1) Plan and prepare optimization and migration of the Global Plastics Hub through: o Supporting review of existing Hub content and structure to identify redundancies, outdated materials, and areas to be cleaned up (refactoring); o Identifying the scope of the hub’s architecture optimization and migration conducted by an implementation partner. o Provide technical inputs for ToR for legal agreement for the hub’s migration, with technical requirements according to OICT’s standards, working closely with Enterprise Solutions unit in Chief Digital Office. o Identifying operational modality for the Global Plastics Hub between the Ecosystem Division and the Chief Digital Office. 2) Manage OICT’s technical clearance process required for the Global Plastics Hub’s migration through: o Preparing Enterprise Architecture Review Document and C4 diagram o Monitoring EATF application process for OICT clearance 3) Coordinate and support optimization and migration of the Global Plastics Hub through: o Managing the hub’s optimization and migration to the UNEP Azure system o Completing the hub’s migration, with identification of future operation and management systems 4) Support the implementation and maintenance of the Global Plastics Hub: o Ensure timely resolution and documentation of issues for hub’s fixes and actions taken. o Quality Assurance and performance checks on system features, data integration, and platform updates to ensure alignment with agreed specifications and performance standards. o Support to GPML Communications and Steering Committee Activities. o Content management and updates on the hub as needed across all Strapi CMS pages to ensure accuracy, consistency, and alignment with GPML messaging and platform developments. o Update and maintenance of the Hub user guides and similar material demonstrating functionalities, o new features, workflows, and support to address user feedback for improved user experience. 5) Support resource mobilization and strategic planning for the Global Plastics Hub: o Provide any inputs and updates, as relevant, to the Global Plastics Hub 3 year plan, identifying opportunities for enhancement, new features, and priority development needs; o Support preparation of at least one funding proposal / pitch deck / concept note, contributing content and background analysis, and scoping of potential donors, partners, and co financing opportunities with UNEP projects, that could support Hub development; o Assist in stakeholder consultations to identify user needs, potential data partners, and opportunities to expand engagement. 6) Data analytics for the Global Plastic Hub usage and traffic for 2026. o Collect and consolidate data on GPML members, GPH users, and platform traffic from relevant systems and analytics tools. o Clean, validate, and analyze data to identify user trends, engagement patterns, and key performance metrics. o Provide inputs for monitoring and reporting (internal and external) related to the GPML and Hub, as required.
Qualifications/special skills
• Bachelor’s degree in computer science, information technology or a closely related field is required. • Master’s degree in a related field is desirable. Minimum of 2 years of relevant professional experience in IT management, computer science, website development and/or management and data analytics is required. Excellent communication, writing, and interpersonal skills are required. Strong analytical skills, with the ability to produce high-quality analysis are required. Experience in working on the topic of environmental data analytics, knowledge management, particularly on plastic pollution issues is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
