⦁ Strengthened global policy guidance: Finalization, dissemination, and application of model regulatory frameworks for priority cooling technologies, including air conditioners, refrigeration equipment, and emerging heating and cooling solutions. ⦁ Enhanced uptake of policy tools: Increased use of technical guidance and analytical tools by governments and stakeholders through webinars, workshops, technical exchanges, and contributions to international events. ⦁ Improved sustainable procurement frameworks: Development and rollout of guidance to support public and private sector procurement of energy-efficient and climate-friendly technologies, including heat pump-based systems and cooling equipment. ⦁ Effective communication and application of analytical tools: Dissemination and translation of analytical results into actionable policy insights to support decision-making, including the use of savings assessments and related tools in policy processes. ⦁ High-quality technical contributions to knowledge products: Delivery of technical inputs to international guidance materials, including on minimum energy performance standards (MEPS), energy labelling, and testing methodologies. ⦁ Strengthened regional collaboration and alignment: Support to regional efforts aimed at harmonizing policy approaches, improving benchmarking, and facilitating dialogue between governments and industry stakeholders. ⦁ Targeted technical support to implementation efforts: Provision of high-value, on-demand technical inputs to support policy development, including recommendations on MEPS, labelling systems, and related technical aspects, as well as review of draft regulations and technical documents. ⦁ Ensured technical consistency and quality: Review and validation of outputs to ensure alignment with international best practice and consistency across tools and activities. ⦁ Alignment between policy design and implementation systems: Coordination with relevant teams to ensure that technical standards are aligned with implementation mechanisms, including compliance and enforcement systems.

Duties and Responsibilities

The United Nations Environment Programme (UNEP), through its United for Efficiency (U4E) initiative, supports countries in accelerating the transition to energy-efficient and climate-friendly appliances and equipment. U4E works globally, regionally, and nationally to develop policy frameworks, technical guidance, and implementation support for cooling technologies, including air conditioners, refrigeration equipment, and emerging heating and cooling solutions. In national and regional projects around the world, U4E promotes an Integrated Policy Approach which includes minimum energy performance standards (MEPS) for electrical products; product labelling and communications; financial mechanisms; market monitoring, verification of product performance and enforcement of regulations (MVE); and environmentally-sound management (ESM) for the safe handling of products. MEPS and energy labeling, when well-designed and effectively implemented, are powerful tools for shifting markets toward higher EE. In their absence, markets risk becoming dumping grounds for inefficient products that have been phased out elsewhere due to regulatory restrictions. Introducing MEPS can also be complemented by refrigerant regulations that require the use of substances with zero ozone depletion potential (ODP) and low global warming potential (GWP). This dual approach not only enhances the EE of products but also supports the phasedown of hydrofluorocarbons (HFCs) and reduces air pollutants, thereby mitigating environmental harm and public health risks. Building on recent programme expansion U4E is strengthening its global tools and country support. A consultant is required to support updates to Model Regulation Guidelines (MRGs), Country Savings Assessments (CSAs), and Sustainable Procurement Guidelines (SPGs), alongside targeted support to priority countries in Africa, Asia and Latin America. The consultant will contribute to the development, dissemination, and application of technical guidance, analytical tools, and policy recommendations to accelerate the uptake of energy-efficient and climate-friendly cooling solutions. The assignment will focus on strengthening the quality, consistency, and scalability of global and regional policy tools, while supporting their effective use in national and regional contexts through targeted technical inputs. The consultant will provide targeted technical inputs, including: • Development and justification of MEPS and labelling proposals • Technical inputs to market assessments (e.g. efficiency levels, technologies, projections) • Review and validation of draft regulations and technical reports • Participation in selected technical discussions or policy working groups where high-level technical input is required • Inputs to sustainable procurement levels and technical requirements • Contribution to, and where relevant support for delivery of, technical content for trainings • Advice on testing standards, methodologies, and laboratory specifications

Qualifications/special skills

• Minimum advanced university degree (Masters) or equivalent in Engineering (electrical, mechanical, industrial, or similar), Electricity or in a relevant scientific development discipline with more than 7 years’ experience in cooling energy efficiency (MEPS and labelling), HVAC systems and refrigeration and refrigerants including natural refrigerants (including relevant training and education experience). • Proven experience on cooling energy efficiency Policy, Standards and Regulations, especially on MEPS and Labelling schemes and related supporting policies and experience working with government and private sector internationally • Experience policy recommendations on energy efficiency strategies, tools, systems and measurements in line with international best practices. • Experience in performing training and providing capacity building and development of didactive material • Technical knowledge on Refrigerator and HVAC systems, natural refrigerant gases and energy efficiency for cooling appliances. • Knowledge of past and current efficient cooling appliance, product testing standards and compliance projects and initiatives. • Active involvement and knowledge of international best practices on product design and testing to low GWP refrigerants and improved energy efficiency. • Knowledge on management of data collection, review and assessment. • Ability to rapidly analyze and integrate diverse information from varied field sources to produce highly qualitative presentations. • Skills for timeliness and quality development of report and documents as well as written and oral presentation. • Interpersonal skills to establish and maintain good relationship with Nigeria, Dominican Republic, Rwanda and Costa Rica government and stakeholders. • Experience working in Latin American and African regions would be an asset
