Tiered Approach

Background and Organizational Context
The ICT team plays a crucial role in the Country Office (CO), as reliance on digital technology continues to increase across all CO operations, projects, and programs. The team drives UNDP's digital transformation efforts in the CO to improve the enablement, utilization, and deployment of technology solutions that help the CO implement new ways of doing business, work smarter and more efficiently, and ultimately improve how it delivers value to UNDP partners, stakeholders, and beneficiaries.

Position Purpose
Under the guidance and direct supervision of the Operations Manager, the ICT Clerk provides ICT and administrative support services to the ICT unit and provides daily technical support to users of information management tools and technology infrastructure in the Country Office. The ICT Clerk promotes a client-oriented approach.
The ICT Clerk works in close collaboration with Programme, Operations, and projects teams in the CO and UNDP HQ staff to resolve ICT- related issues.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Key Duties and Accountabilities
1.) Support implementation of ICT management systems and strategies.
Example of Duties:
- Ensure compliance with corporate information management and technology standards, guidelines, and procedures for the office environment.
- Provide ICT support for key events and provide video/audio conferencing support for hybrid meetings.
- Provide ICT help desk support to colleagues in other agencies
- Provide input to the result-oriented Unit workplan.
2.) Ensure effective functioning ICT Systems Management and Technical Support
Example of Duties:
- Perform specific technical functions, including changing hardware components (disks, memories, network wiring, power sources, etc.), routine repairs, and assistance in installing commercial and in-house software and upgrades on a timely basis.
- Support users with file backup and restoration, virus detection and removal, and troubleshooting of network-related issues.
- Conduct regular functionality checks of ICT equipment used in the office and ensure proper servicing, maintenance, and repair for smooth operations.
- Liaise with the project/country office ICT and Operations teams to ensure alignment with organizational ICT policies and standards.
- Ensure timely verification of licenses and monitor software/system expiration dates.
- Maintain ICT Unit files and logs.
- Provide IT and AV support during project events (trainings, workshops, conferences) to ensure smooth digital connectivity and presentation readiness.
- Support logistical operations of the project, including procurement of IT and office supplies and ensuring timely delivery.
3.) Maintain ICT Unit files and logs.
Example of Duties:
- Maintain an up-to-date inventory of hardware, software, and confidential materials.
- Maintain proper records of all IT and non-IT equipment, ensuring tagging, tracking, and safekeeping of project assets.
- Assist with backup and restoration procedures, maintaining backup logs and organizing off-site storage of backups.
- Coordinate with vendors for maintenance, repair, and servicing of IT and office equipment.
4.) Support network administration
Example of Duties:
- Assist in cloud-based backup and restoration procedures for local drives.
- Provide support to users in virus detection, removal, and prevention.
- Respond to user needs and questions regarding network access.
- Maintain an up-to-date inventory of software and hardware and stock of supplies and spare parts.
- Maintain ICT Unit files and logs.
5.) Ensure facilitation of knowledge building and knowledge sharing in the CO.
Example of Duties:
- Participate and assist in the organization of training for the CO staff on ICT issues.
- Provide contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Supervisory/Managerial Responsibilities: None
Education
- Secondary education is required with formal training in IT systems, business software (Microsoft Office) and web-based applications. Certifications in ICDL, ITIL and/or MCP are an asset. Or
- University degree in Information Technology, Information Management, Telecommunications, Computer Science, or an equivalent field will be given due consideration, but it is not a requirement.
Experience, Knowledge, and Skills
Minimum of 4 years (with high school diploma) or 1 year (with bachelor’s degree) of relevant working experience that includes network administration, web design, providing technical support for hardware/software or cloud ERP environments; and applying knowledge of database applications, web-based management systems, and cloud infrastructure solutions.
- Experience working with user-centered designs and conducting user research and testing is an asset.
- Experience in analyzing requisition from clients and coordination with vendors for maintenance, repair, and servicing of IT equipment and office assets.
- Experience in monitoring file server traffic, usage and performance on a regular basis.
- Experience in preparating office inventory, physical verification according to the inventory list & generating report.
- Experience in vendor management and ensure smooth supply chain
- Experience in network administration, support to management of hardware and software platforms, telecommunications facilities.
Language Requirements
- Fluency in spoken and written Spanish is required
- Fluency in the national language of the duty station is required for local staff.
