1- Office/Unit/Project Description
The United Nations Development Programme (UNDP) in Jordan supports national efforts to achieve sustainable development through integrated programmes aligned with the Country Programme Document (CPD) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). UNDP Jordan works across key pillars including Governance and Social Cohesion, Inclusive Growth, Climate Change and Energy, and Environment and Biodiversity, with a strong focus on advancing resilience, institutional effectiveness, and inclusive development.
The Governance and Social Cohesion Pillar at UNDP Jordan Country Office leads the design and implementation of integrated programmes that support inclusive governance, social cohesion, rule of law, and peacebuilding. The Pillar focuses on strengthening institutional effectiveness, promoting civic engagement, enhancing accountability and transparency, and supporting national efforts in preventing violent extremism (PVE), human rights, and inclusive political participation.
The Programme Analyst will contribute to a diverse and evolving portfolio of projects implemented in close partnership with government entities, civil society organizations, development partners, and UN agencies. The role supports evidence-based policymaking, programme innovation, and cross-sectoral collaboration, ensuring alignment with the Country Programme Document (CPD), UN Sustainable Development Cooperation Framework (UNSDCF), and national priorities.
The position plays a key role in advancing UNDP’s strategic positioning in governance and social cohesion by supporting programme delivery, strengthening partnerships, and contributing to knowledge generation and policy dialogue at national and sub-national levels.
The Programme Analyst will work under the guidance of the Programme Manager/DRR and will be integrated into a dynamic team focused on Governance and Social Cohesion initiatives.
The Analyst will contribute to the overarching goals of the Programme and align actions with the objectives of other Office Units such as Climate Change and Energy, Inclusive Growth, and Environment and Biodiversity.
2. Scope of Work
The Programme Analyst will be responsible for the following key functions:
A. Ensure Programme Planning and Implementation
- Support the design, planning, and implementation of governance and social cohesion programmes in line with CPD priorities and annual workplans.
- Contribute to the preparation of project documents, budgets, results frameworks, and implementation strategies.
- Ensure effective delivery of programme outputs in line with UNDP rules, procedures, and quality standards.
B. Provision of Technical and Analytical Support
- Provide substantive technical inputs on governance, social cohesion, human rights, PVE, and institutional development.
- Conduct policy research, analysis, and evidence generation to inform programme development and strategic positioning.
- Support development of concept notes, policy briefs, and knowledge products.
C. Monitoring, Evaluation, and Reporting
- Support implementation of monitoring and evaluation frameworks, including tracking of results, risks, and performance indicators.
- Contribute to preparation of donor reports, internal progress reports, and evaluations.
- Ensure compliance with results-based management (RBM) principles and reporting requirements.
D. Build Partnership and Coordination
- Liaise with government counterparts, donors, UN agencies, NGOs, and other stakeholders to support programme delivery.
- Facilitate coordination mechanisms, technical working groups, and inter-agency platforms.
- Support resource mobilization efforts through partnership development and proposal preparation.

- Ensure quality assurance of project documents, deliverables, and communication materials.
- Capture lessons learned and best practices to support knowledge sharing and programme improvement.
- Contribute to visibility and communication efforts for programme achievements.
F. Team Support and Supervision
- Provide guidance and technical oversight to project personnel UNVs, consultants, and interns where applicable.
- Support team coordination and contribute to effective management of the Governance and Social Cohesion portfolio.
The incumbent performs other duties within their functional profile as required for the efficient functioning of the Office.
3- Institutional Arrangement
The position reports directly to the Programme Manager/DRR and operates within a collaborative environment alongside other programme units. The Programme Analyst will liaise with counterparts in related disciplines to promote interdisciplinary approaches and resource sharing. The incumbent works in close coordination with colleagues across the Climate Change and Energy, Inclusive Growth, and Environment and Biodiversity teams, as well as with project personnel under the Governance and Social Cohesion portfolio

5- Minimum Qualifications of the Successful NPSA
