Background
OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
Managing information during emergencies is crucial, providing reliable data on affected populations and their urgent needs. Accurate information and data are critical for a rapid, effective, coordinated, and principled humanitarian response. OCHA’s analysis, information and communication products serve are central to inform the humanitarian community and support programming, coordination and decision making. The HAO/Analysis, Comms and Advocacy will liaise regularly with OCHA Colombia´s Units and with external stakeholders to collect data, situational awareness reports and coordinate other information sources and systems to promote coordination and joint advocacy.
The Humanitarian Affairs Officer/Analysis, Comms and Advocacy (NO-A) will report to the Head of Office (P4) under the guidance of the Chief of Section.
Position Purpose
Within limits of delegated authority, the Humanitarian Affairs Officer/Analysis, Comms and Advocacy will act as a team leader, developing and maintaining information management workflows, partnerships with humanitarian actors in the region, content management and quality assurance and operational coordination.
Duties and Responsibilities
1.) Team Leadership and Supervision
-
Lead and supervise a small team of information, comms, and advocacy staff, ensuring clear task allocation, performance monitoring, and adherence to organizational standards.

Provide guidance, coaching, and technical support to team members to enhance capacity and maintain high-quality outputs.
2.) Content Management and Coordination
-
Support the management and updating of content across OCHA’s digital platforms, ensuring timely dissemination of reliable information related to emergencies and priority areas.

Coordinate with partners and stakeholders to gather and verify information, ensuring accurate and comprehensive coverage across different information platforms and digital services.

Collaborate with the team to review that the integrity and consistency of content and that established guidelines and workflows are followed.

Advice the Head of Office on how data can be utilized to improve decision making and advocacy, and develops analysis to inform coordination and decision making.

Support the identification and analysis of errors and inconsistencies in data and support timely resolutions.
3.) Emergency Response
-
Monitor developments in country, collaborating with local partners and other OCHA Unites to ensure timely updates on crises and emergencies.

Assist in coordinating response efforts, leveraging digital tools to support information dissemination and situational awareness.
4.) Partnership Development and Outreach
-
Build and maintain relationships with public information and information management teams as well as partners and other counterparts to support the sharing of information and resources.

Contribute to outreach efforts to enhance the visibility of digital services and foster collaboration with key partners.

Support capacity-building initiatives by identifying training needs and facilitating the partners’ participation in relevant training activities.
5.) Research and Reporting
-
Conduct research, context analysis, and monitoring relevant developments to inform digital content and strategic planning.

Prepare various reports, briefings, and presentations to communicate key findings and support decision-making.

Monitor early warning indicators and contribute to situation reports to aid in emergency preparedness.
6.) Operational and Technical Support
-
Act as a liaison for technical issues, coordinating with the development team to resolve system challenges and ensure smooth operation of the platforms.

Support the integration of new digital products and services, providing feedback on enhancements to optimize platform functionality contributing to discussions on strategies for continuous improvement.

Assist with quality control of content and data, identifying areas for process optimization.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
-
Advanced university degree (Master’s degree or equivalent) in political science, social science, information management, international studies, economics, or a related field is required.

Alternatively, a first-level university degree (Bachelor’s degree) in in political science, social science, information management, international studies, economics or a related field, combined with two (2) additional years of relevant experience, will be given due consideration in lieu of a Master’s degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) must have a minimum of two (2) years of relevant professional experience in humanitarian affairs, emergency preparedness, information management, crisis/emergency relief management, rehabilitation, development or other related area.
- Experience in product management, web content analysis and in the delivery of information services and solutions is required.
- Experience working with partners, coordinating different inputs, drafting reports and analytical products and manage large amount of information is required.
Additional desirable criteria:
- Experience within OCHA, the UN common system or an international NGO is an advantage.
- Experience in team management is desirable.
- Experience in humanitarian affairs is desirable.
- Experience in tools managing version control such as Git is highly desirable.
- Experience with database or programming languages (SQL, Python, R) is desirable.
- Experience in Advanced Excel and Powerpoint is desirable.
- Experience working with humanitarian databases and platforms will be considered an asset in the selection process.
- Experience drafting information management products and reports, flash updates, situational reports, briefings, humanitarian and risk alerts is considered a strong asset.
Languages:
- Fluency in Spanish and a working knowledge of English (both oral and written) are required.
