Tiered Approach

Background
To accelerate implementation of climate change agenda, a Climate Finance Network project has been put in place by UNDP Asia Pacific region. The project aims to support governments and other actors in the ecosystem to identify and scale up climate finance innovations and in their efforts to mobilize and use both public and private climate-responsive resources more effectively. The CFN is part of a bigger UK Government programme ‘Climate Action for Resilient Asia (CARA)’ announced at the COP 26 on the 8th of November 2021, which aims to strengthen the resilience of vulnerable communities, economies, and the environment against the impacts of climate change and promote low carbon growth across the Indo-Pacific. The Climate Finance Network will cover 18 countries in Asia Pacific
Countries in Asia-Pacific are taking action to mobilize public and private resources to combat climate change and recovery from the COVID 19 crisis. There is a growing demand from ministries of finance, line ministries, development partners, civil societies, and private sector partners in the region to implement integrated and innovative financing approaches and learn from each other as they do so.
CFN aims to assist governments to achieve their aspiration on the SDGs by engendering climate finance for adequate climate action. Beyond introducing enabling frameworks, systems and tools, the CFN will facilitate knowledge sharing on best practices emerging from countries with regional institutions, platforms; maximize synergies and collaboration with UNDP other programmes; engage across regions and with the international process to ensure that lessons from elsewhere are shared with Asia Pacific partners and vice versa; forge facilitate country engagements with strategic partners in CARA and elsewhere, as well as synergistic networks and initiatives to strengthen their capacity to integrate climate finance reforms into country systems.
UNDP has been supporting governments in Asia and the Pacific to increasingly integrate climate change concerns into national, sectoral and local level programming as well as in budget and finance policies through facilitating regional learning and south-south cooperation through the DFID-supported Climate Proofing Growth and Development (CPGD) programme (2013-2019) and the Government of Sweden supported Strengthening the Governance of Climate Change Finance to Enhance Gender Equality (GCCF) programmes (two phases from 2012 - 2022).
In addition to the Climate Finance Network, the Programme Management and Monitoring and Evaluation Analyst will also provide support to the implementation of Governance of Climate Change Finance (GCCF) which is currently being implemented in 5 countries across Asia Pacific. The seven countries under the GCCF are also part of the CFN.
Duties and Responsibilities
The Programme Management and Monitoring and Evaluation Analyst will report to the Regional Programme Manager of Climate Finance Network (CFN) project and will work together with project team and specialists in the SDG Finance team.
The Programme Management and Monitoring and Evaluation Analyst will be responsible for the following:
4. Oversight of procurement and alignment of work plan to the results framework
- Coordinate with the Programme Management Unit on the regional programme document and CFN and GCCF contribution to regional results;
- Ensure that the work plan contents are in line with contractual agreements with the FCDO and Sida;
- Coordinate with other programmes and teams on resource sharing and amplifying the results.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Development Studies, International Affairs, Political Science, Social Science, Public Administration or other related fields is required. OR
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) relevant experience in regional/international programme and programme management, administration and financial management or related field is required
Required skills:
- Experience in Monitoring and evaluation.
- Experience in coordination and support to cross sectoral or regional projects.
- Experience in full computer literacy: Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-Power Point.
Desired skills in addition to the competencies covered in the Competencies section:
- Website management experience.
- Experience in Development Effectiveness / SDG Finance / Climate Change Finance and/or its related issues.
- Experience in Project, Financial, Administrative and Procurement Management.
- Experience with UNDP’s policies, procedures and practice including familiarity of Quantum operational system.
Required Languages:
- Fluency in English and Thai is required.
