Tasks to be performed under this contract

Under the overall supervision of the Head of Office in IOM Armenia and the direct supervision of the Programme Officer, and in close coordination with the MCS and the consultant responsible for developing the course content, the consultant will support the adaptation, structuring, and integration of the advanced training materials within the Moodle platform and strengthen the capacity of MCS trainers to effectively use digital learning tools and methodologies. The local consultant will perform the following tasks:

  1. Adaptation of Advanced Training Materials for Digital and Moodle-Based Learning

  • Read the advanced training materials and identify appropriate formats for digital and blended learning delivery.

  • Adapt and structure the training materials for effective use within the Moodle learning management system.

  • Ensure that the course content is organized into appropriate modules, learning activities, and assessment components suitable for remote learning.

  • Apply modern digital learning methodologies (e-learning techniques, interactive learning components, and learner engagement approaches) to enhance the effectiveness of the course in an online environment.

  1. Ensure Integration into Software and Hardware Equipment Available

  • Integrate the advanced training modules into the existing Moodle system of the MCS.

  • Support the resolution of IT related issues through coordination with the IT focal point from the MCS and MiA academy.

  • Configure the course structure, including modules, learning materials, assignments, and knowledge assessment tools (such as quizzes and exams).

  • Ensure alignment with the existing Moodle architecture, user roles, and grading system previously established for the MCS training programme.

  • Coordinate with MCS personnel responsible for the administration and maintenance of the Moodle system to ensure proper functionality of the platform and the newly integrated course materials.

  • Conduct testing of the course within the Moodle system to ensure usability and smooth operation.

  1. Training of Trainers and Capacity Building for Digital Learning

  • Deliver Training of Trainers (ToT) sessions for MCS trainers and relevant staff responsible for administering and maintaining the Moodle system.

  • Provide practical guidance on the delivery of online and blended learning through Moodle, including course management, learner engagement, and assessment methods.

  • Strengthen the capacity of MCS staff to independently manage the Moodle-based training courses and administer online testing and evaluation.

  • Provide recommendations for sustainable use and further development of digital learning within the MCS training system.

DELIVERABLE

Deliverable 1 

  • Familiarisation of the advanced training materials developed by the content consultant.

  • Adaptation of the training materials for digital learning and Moodle-based delivery.

  • Proposed structure of the advanced course within the Moodle system.

Deliverable 2 

  • Integration of the advanced course into the existing Moodle platform.

  • Configuration of course modules, learning activities, and knowledge assessment tools.

Deliverable 3 

  • Delivery of Training of Trainers (ToT) sessions for MCS trainers and relevant staff of the Educational Center of the MoI.

  • Testing of the course and verification of functionality within the Moodle system.

  • Practical guidance and recommendations for effective use of the Moodle system for advanced training delivery.

The Consultant Evaluation will be carried out based on the following indicators:

  1. Understanding of the scope of the assignment.

  2. Professional competence and mastery of the subject matter of the consultancy.

  3. Written and verbal communication skills, including report writing.

  4. Delivering results consistent with the agreed Terms of Reference.

  5. Accurately judging the amount of time and resources needed to accomplish a task.

  6. Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs.

  7. Upholding and demonstrating the values of IOM in the daily consultancy activities.
    Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:

Required Qualifications and Experience

Education

Advanced university degree in the relevant field.

Experience

•     At least 5 years of proven experience preferably in the area of working with Moodle system, skills training, teaching methods;

•     Previous experience in design, supervision, and implementation of Moodle system in the educational institutions; 

•     Experience in working with public administration, academia, local authorities, and institutions/organizations working on migration management issues or other related issues at national and/or local level;

•    Experience in working with international organizations and UN agencies will be considered as an advantage.

•    Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Languages

For this consultancy, Fluency in Armenian and English is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
