Introduction

This ILO technical assistance form’s part an integral part of a larger Rural Access and Agriculture Marketing Project (RAAMP)- Scale Up, Nigeria delivered by Federal Ministry of Agriculture and Rural Development with 12 States Projects Implementation Unit. Within this framework, the National Monitoring & Evaluation, GIS Officer will be responsible for Database management, M&E, Geographical Information System (GIS) and reporting of Ilo component activities within the scope of the ILO technical assistance especially for Capacity building, Routine Maintenance and Spot Improvements and Decent work component. The Monitoring & Evaluation Officer, GIS will be the key resource person responsible for the development and implementation of database, updating NiRTIMS & CoSMOS for Routine maintenance and Spot Improvements of selected Road’s infrastructure in the project area.  Advisor for overall management of ILO TA Monitoring & Evaluation, reporting and to support national team in policy planning, promoting decent work, roads and bridge maintenance, OSH and Decent Employment promotion through MIS system. She/he will be acting as liaison between FPMUs & SPIUS and Government field offices under supervision of Chief Technical Advisor and in coordination with Training and Roads Maintenance Technical Officer in his scope of work.

This position in for 36 months with initial one-year contract, subject to renewal based on performance.

The position is based in Abuja, Nigeria and will contribute to the overall establishment of MIS and monitoring of sustainable routine road maintenance system and Spot Improvement as envisaged in the agreement. To perform his/her duties, the Monitoring & Evaluation Officer - GIS will be required to spend about thirty five percent of his/her time in field visits to advising the SPIUs and field teams in the 12 States

The National Monitoring & Evaluation Officer (GIS) will work under the direct supervision of the Chief Technical Advisor and the overall responsibility of CO-Abuja Director. The incumbent will receive technical guidance and advice from the Chief Technical Advisor and will work closely with the project’s technical team, the team of specialists team at the ILO Regional Office for Africa, the ILO Decent Work Team (DWT/CO-Dakar), and relevant technical departments at headquarters in Geneva.

Description of Duties

Within the above context, the National Monitoring & Evaluation, GIS Officer will assist in ILO technical assistance planning, programming and implementation and reporting of all project activities in line with work plans, projects documents, ILO policies and strategies, Project Monitoring and Evaluation Framework. The M&E Officer will also prepare monthly, Quarterly, and Annual Progress Reports and updated Results Framework and KPI Tracking Reports. He/ She will be also responsible for data quality verification Reports, Capacity Building and Training Reports, Project Evaluation Support Reports and stakeholder Reporting and Technical Documentation and in accordance with country programmes and administrative and financial procedures. 

His /her key responsibilities shall be to support the FPMU and SPIUs project team in the following areas: 
1    Develop, implement, and maintain project Monitoring and Evaluation (M&E) frameworks, indicators, and reporting systems in accordance with ILO, RAAMP, and World Bank requirements. Support the preparation, updating, and monitoring of project Results Frameworks, Logical Frameworks, and Key Performance Indicators (KPIs). Monitor project implementation progress against approved work plans, targets, and performance indicators for effectiveness, efficiency, sustainability, and impact
2    Support baseline, mid-term, and end-line evaluations of project activities and interventions. Collect, verify, and manage project performance data from State Project Implementation Units (SPIUs), contractors, and community-based maintenance groups.
3    Support the development, operation, and maintenance of Management Information Systems (MIS) and rural roads asset management databases. Maintain accurate and up-to-date databases related to rural roads maintenance, infrastructure performance, employment generation, and capacity development activities.
4    Review existing rural roads inventory and asset management systems, including road condition inventories, network characteristics, geographical features, and constraints, and provide technical inputs for system improvement.
5    Provide technical and conceptual advice regarding the development, modification, and application of MIS and rural roads database systems.
6    Ensure standardized data collection tools, methodologies, and reporting templates are utilized across project locations.
7    Conduct regular field monitoring visits to verify project implementation progress, outputs, and data quality to Ensure accuracy, completeness, and reliability of project data in compliance with ILO and World Bank standards.
8    Prepare monthly, quarterly, and annual project progress reports, communication materials, short films, Human stories in accordance with ILO and World Bank reporting requirements. Prepare technical reports, analytical briefs, presentations, and documentation for internal and external stakeholders
9    Monitor compliance with ILO employment-intensive infrastructure approaches and decent work principles. standards, World Bank requirements, and approved project implementation plans.
10    Support financial and technical monitoring of rural road maintenance and infrastructure activities. Participate in project review meetings, technical missions, and stakeholder consultations with government agencies, RAAMP, and development partners.
11    Promote project visibility and support communication with stakeholders, including government institutions, RAAMP, and the World Bank.
12    Represent the ILO technical team in meetings and technical discussions when required, under the guidance of the CTA and ILO Country Director
13. Perform other duties as may be assigned by the supervisor.

Required qualifications

Education

•    First level university degree in in socio-economic research, business, economics, international development, civil /highway engineering or another relevant technical field.

Experience

  • At least two years of experience in Monitoring and Evaluation of Projects especially Road’s infrastructure works of with employment intensive rural road rehabilitation and maintenance, project formulation and management.
  • Proven experience in GIS and its use in Roads projects.
  • Proven experience working and engaging with governments’ agencies, private sector contractors, donor agencies, and a heterogeneous team composed of consultants, specialists, and local collaborators of different educational and cultural background, in remote/difficult settings.
  • Technical requirements 
  • Proven knowledge in the planning and implementation of rural transport infrastructure works MIS system,
  • Extensive experience in the development and implementation of employment-intensive (labour-based) public works and an understanding of the ILO decent work agenda,
  • Good knowledge of GIS, Reporting system and project stakeholder consultations and mobilisation,

Languages

Excellent command of English and good knowledge of Nigerian local language.

  • Ability to maintain good working relationships with all project stakeholders.
  • Ability to understand and effectively work with Government, workers’ and employers’ organizations, non-government organizations and UN agencies.
  • Ability to conduct action-oriented research and write analytical technical report in English.
  • Good communication skills, both written and verbal,
