Senior Safeguards Analyst (State Declarations)

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Reporting to the Section Head, the Senior Safeguards Analyst (State Declarations) ensures, through collaboration within the Section, that information receiving, processing and analysis activities are conducted effectively and efficiently with respect to nuclear material accounting and additional protocol information provided by States. The Senior Safeguards Analyst (State Declarations) applies extensive knowledge of the nuclear fuel cycle and nuclear material accounting principles to provide expert analysis of information submitted by States in accordance with their safeguards agreements and ensures effective follow up on issues or inconsistencies. In addition, the Senior Safeguards Analyst (State Declarations) leads analytical projects to ensure the continual improvement of processes and methodologies.

The Senior Safeguards Analyst (State Declarations) is: 1) a subject matter expert in the area of nuclear material accountancy and the analysis of complex and sensitive information related to nuclear non-proliferation; 2) an investigator, evaluating information declared by States and obtained from other sources, in order to identify issues that are relevant from a State evaluation perspective, including the identification of any questions, inconsistencies and nuclear non-proliferation issues; 3) a key contributor to the preparation and review of technical reports, providing assessments and input that contribute to the State evaluation process; and 4) a mentor of staff and source of guidance for specific areas of technical competence.

Provide authoritative technical expertise and advice related to the analysis of nuclear material accounting reports and additional protocol declarations.

Contribute to the development of policies, priorities and procedures and oversee the preparation of work plans for country and project teams.

Lead and/or participate in teams to address issues and develop new solutions and methodologies to improve analytical processes.

Coordinate and perform in-depth analysis relating to nuclear activities in assigned States, disseminating information and providing analytical results to the Divisions of Operations.

Play a key role in State evaluations through the analysis of State reports and declarations, specifically nuclear material accounting reports and information provided under additional protocols, by correlating the analytical results from all available information.

Support capacity building for State representatives (SSACs/SRAs) on nuclear material accounting and reporting practices, the preparation of declarations, the resolution of issues and to provide training.

Provide advisory expertise on specific aspects of safeguards agreements, including State supplied nuclear material accounting and additional protocol information, to other Divisions in the Department and State representatives.

Initiate and monitor the implementation of new and/or revised analytical activities, projects and procedures as necessary to meet the Division’s information management goals.

Keep up to date on developments and current issues concerning State reporting and declarations and ensure effective knowledge sharing.

Oversee the work of junior colleagues, acting as a mentor and supporting their development.

Develop mechanisms to support and enhance collaborative teamwork.

Contribute to the development of safeguards approaches and deliver Department-wide training.

Master's Degree - Advanced university degree in sciences (e.g. physics, chemistry), nuclear engineering, accounting, information science, computer science, international relations or a related field.

Bachelor's Degree - University degree in a stipulated field with two years of additional relevant experience may be considered in lieu of an advanced degree.

Minimum of 10 years of relevant experience in the nuclear industry or a national or international organization in information management and analysis related to nuclear non-proliferation issues, nuclear material accounting or nuclear related research.

At least five years of experience in information collection, processing, and analysis, including processing and analysing information in complex databases.

Demonstrated ability in leading teams and producing high-quality analytical and technical reports.

Proven experience in and knowledge of procedures for handling sensitive information.

Familiarity with IT systems that support the handling and evaluation of large data sets an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
