Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. 
This position is based in FAO Representation in Aden, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR), and the technical guidance and the direct supervision of the Construction Engineer Specialist.

Technical Focus

The National Engineer Analyst - Civil will be responsible for the design, technical review, and supervision of all assigned civil and structural works, including building construction, rehabilitation, site development, and associated infrastructure for FAO projects across various programmes. The incumbent ensures that all structural designs, materials, and construction activities comply with international engineering standards, FAO technical specifications, and safety regulations.

Tasks and responsibilities

  • Support field assessments of target sites to evaluate structural, architectural, and MEP (Mechanical, Electrical, Plumbing) conditions, identifying defects and determining rehabilitation needs.
  • Prepare draft of detailed technical designs, drawings, specifications, and scope of work documents in compliance with all applicable standards and safety codes.
  • Support the preparation of accurate bills of quantities (BOQs), cost estimates, and implementation timelines for required civil, architectural, and MEP works.
  • Contribute technical inputs and analyzed cost information to project proposals, budgets, and implementation plans, ensuring consistency and accuracy of supporting documentation under supervision of the Lead Construction Engineer.
  • Assist in maintaining rigorous project documentation and ensure all technical files meet standardized requirements.
  • Support the monitoring of site activities and compile field information to progress tracking and reporting.
  • Prepare daily, weekly, and monthly progress reports, and work closely with the Construction Engineer Specialist to support the preparation of inputs to the final project handover report.
  • Work closely with the Construction Engineer Specialist to support the finalization and timely submission of all technical reports to supervising officers.

Minimum Requirements

  • Bachelor’s degree in civil engineering, Construction Engineering, Architectural Engineering, or related field.
  • Minimum of five years of relevant professional experience in civil and structural engineering, including experience related to building construction, rehabilitation works, site development, or infrastructure projects.
  • Working knowledge of English and Arabic.
  • National of Yemen.
