FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically, FAO Country Offices:
· advocate, inform and support policies and investments in the areas of FAO’s mandate;
· provide technical assistance and deliver core services;
(iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
(iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v) ensure risk-smart and accountable operations and management.
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations, the academe and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, mechanization and modernization through improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
The positions will be located in several locations in BARMM.

Technical Focus
The Monitoring Engineer will track the activities of the contractor through regular site inspections and documentation, with reference to approved plans, quality standards, and project requirements. They will further assist in ensuring timely acceptance and handover of subprojects.

• Assist in reviewing the Statement of Works Accomplished (SWA) of the contractors. Regularly track construction activities at least twice per month per site to ensure compliance to approved plans, specifications, and quality standards. Site verification shall be documented through photographs and video clips attached to inspection and monitoring reports.

• Attend the weekly construction/procurement updating meeting and provide updates on the construction timeline in every site and report any concern that may cause delays.
• Provide support on the required and relevant testing of all the installed/completed systems to ensure functionality and compliance with standards.
Assist in the Completion, Inspection, and Handover

• Provide inputs regarding the confirmation of the tentative date for Substantial Completion (95% completion) of works at least fifteen (15) days in advance and notify the Project Team accordingly.
• Assist the team in determining the “punch list” of all unattended works/defects upon Substantial Completion of the Work to Contractor, CBO, MAFAR, LGU and other relevant stakeholders. Contribute to the confirmation of tentative date of Final Inspections, and participate in the joint inspections of the subprojects, and recommend clearance, acceptance, and formal handover of completed sub-projects.

• Support in facilitating the water quality tests to the Ministry of Science and Technology (MOST) or private testing agencies and issuance of the Potability Certificate by the Ministry of Health (MOH).
• Perform other relevant engineering or technical related tasks as may be requested by the project.

Minimum Requirements

· University degree in civil engineering
· At least 2 years of relevant experience in construction supervision, infrastructure monitoring, or site inspection.
· Working knowledge (level C) of English
· A national of the Philippines or a legal resident with a valid work permit
