Organizational Setting

Indonesia’s Smart Fisheries Village (SFV) programme, launched in 2022 by the Agency for Marine and Fisheries Extension and Human Resources Development (AMFEHRD/BPPSDM KP) of the Ministry of Marine Affairs and Fisheries (MMAF/KKP). It seeks to transform traditional fisheries communities into modern, productive hubs aligned with the country’s Blue Economy vision. The programme is built on five principles—Sustainability, Modernization, Acceleration, Regeneration, and Technology—and operates through regional Technical Implementing Units (TIUs) and local SFV villages. The TCP INS 4005 is aimed to support the Ministry of Marine Affairs and Fisheries deliver effective extension services and scale up SFV models nationwide among other by establishing SFV knowledge hub model in the Cibalagung station.


Reporting Lines

Under the overall supervision of FAOR-Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and FAO HQ Technical Officer as well as close collaboration with the national authorities


Technical Focus

the Expert will lead the implementation of demonstration models for tilapia seed and grow-out production both at SFV TIU and SFV village that integrating innovative technologies and good practices to improve productivity, survival rates, and sustainability.  


Tasks and responsibilities

  • Provide technical support in designing and installing the upgraded hatchery and grow out systems demonstration plots at SVF CIbalagung station TIU and village farm in Kawali. The demonstration plots will serve as a hands-on learning platform for fish farmers and TIU staff.
  • Support in the development of the monitoring tools and indicators as reference for data collection on the seed and grow out production of the established demonstration plots both in SFV TIU and village
  • Conduct and facilitate capacity building on data recording of the established hatchery and grow out system demonstration plots for farmers and extension workers.
  • Prepare data analysis and report of the established hatchery and grow out system demonstration plots
  • Undertake cost-benefit analysis of the established hatchery and grow out system and its comparison with the presence system surrounding TIU Cibalagung and Kawali Village. 
  • Prepare training modules for related capacity building activities on seed production and tilapia grow out.
  • Facilitate a structured training/workshop programme for extension officers, facilitators and SFV farmers, including women and youth on seed production and tilapia grow-out.
  • Support in the development of a comprehensive practical guide for extension officers and TIU staff. The manual will provide step-by-step instructions on hatchery management, grow-out system operations, and standardized data recording methods.
  • Prepare technical contents of the brochures based on the topics delivered in the training/capacity building sessions indicated in the point 6-8 above as quick-reference materials for SFV farmers and communities.
  • Participate in the final workshop of the project and present the result of the works indicated on the point 1- 9 above.
  • Prepare related reports including training reports, Back-to-Office-Report and End-of-Assignment-Report under her/his responsibility
  • Undertake any other tasks as required by FAO-Indonesia.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements    

  • Advanced university degree in aquaculture/fisheries related subjects
  • At least 5 years of relevant experience in tilapia farming 
  • Working knowledge of English and Bahasa Indonesia
  • National of Indonesia or resident of the country with a valid work permit

Selection Criteria

  • Substantial hands-on experience on tilapia farming particularly innovative technology for tilapia hatchery and grow out
  • Sufficient capacity to develop extension modules for tilapia hatchery and grow out that includes monitoring tools to measure the effectiveness of the tilapia culture adoption and training programme delivered
  • Extensive experience in facilitating Training of Trainer (ToT)
  • Open minded and result oriented
  • Excellent social, communication and organizational skills with national and sub-national government, international experts and local communities.
  • Demonstrated ability to open-up to new approaches and new practices on the relevant programme development.
  • Demonstrated commitment to participatory and bottom-up approaches.
  • Strong analytical skills. 
  • Demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data.
