Result of Service
The ultimate result of the service is to strengthen capacity of countries to implement Integrated National Financing Frameworks (INFFs) through the expansion and operationalization of the INFF Training Hub. This includes the development of high-quality thematic guidance materials, practical implementation manuals, and structured training resources, as well as the establishment of a demand-driven approach for country engagement and rollout of the Training Hub. The consultancy will support enhanced country access to practical knowledge, tools, and training opportunities to advance sustainable financing strategies and implementation of the INFF methodology at the national level.

Duties and Responsibilities
Background and Objectives In 2015, world leaders adopted the Addis Ababa Action Agenda at the United Nations' Third International Conference on Financing for Development. As part of these commitments, countries agreed to use Integrated National Financing Frameworks (INFFs) to support sustainable development strategies at the national level. Reaffirmed in the 2025 FFD4 Sevilla Commitment, INFFs provide a holistic framework, bringing together financing policy areas to align with medium- and long-term national priorities and the SDGs. The Inter-agency Task Force (IATF) on Financing for Development, led by the United Nations Department of Economic and Social Affairs (UNDESA), has developed global guidance materials for the inception phase and each of the four INFF building blocks. As more countries are implementing INFFs in their contexts, there is a growing demand for technical and capacity development support for countries. With the increase in demand, UNDESA, along with the United Nations Development Programme (UNDP) and the Organization for Economic Cooperation and Development (OECD) launched the INFF Facility in 2022, with UNICEF joining later in 2023. Under the Facility, UNDESA, through the Financing for Sustainable Development Office (FSDO), developed additional guidance materials on the INFF methodology’s applications on several thematic and sectoral topics. These are further complemented by the creation of e-learning courses and online trainings, which provide structured learning and practical guidance support for country-level implementation. Altogether, these knowledge products make up the INFF Training Hub. In view of this, FSDO will engage the services of a consultant to support the expansion of the Training Hub’s work. Work assignment Under the supervision of the Chief of the Policy Analysis and Development Branch (PADB), FSDO DESA, the consultant will be responsible for the following: 1. Global INFF guidance, learning materials, and knowledge products The consultant will lead the development of INFF knowledge products to strengthen the application of the INFF methodology and support country implementation by: • Developing two thematic INFF guidance documents on Structural Transformation and Sustainable Finance, including annotated outline with proposed structure, key analytical components, and indicative data sources, incorporating feedback from PADB and the Inter-agency Task Force on Financing for Development (IATF); • Developing four practical manuals to support implementation of the INFF Building Block 1 diagnostics : o INFF Costing Manual o Financing Landscape Assessment Manual o Risk Assessment Manual o Binding Constraints Analysis Manual • Develop annotated outlines to final publications for all four manuals (costing, financial landscape assessment, risk assessment, binding constraints analysis), ensuring that all knowledge products are analytically robust, operationally relevant, and aligned with the INFF methodology, and are revised based on feedback from PADB and relevant partners. 2. Demand-side assessment and rollout of the INFF Training Hub The consultant will design and implement a demand-driven approach to the INFF Training Hub and contribute to the development of a structured training offer by: • Designing and implementing a demand-side assessment of country training needs, including: o Developing a concept note for leveraging the FFD national focal point network; o Conducting consultations and/or surveys to identify country demand and priorities; • Producing a consolidated analysis of country demand, including: o Mapping identified needs against existing INFF Training Hub offers; o Identifying priority countries for engagement; • Developing an implementation roadmap for the INFF Training Hub, including: o Proposed delivery modalities and sequencing; o A pipeline of country engagements for 2026–2027; • Supporting initial scoping and engagement with selected countries, including: o Alignment of identified training needs with the INFF training offer; o Preliminary discussions on rollout and potential funding for implementation.
Qualifications/special skills
• Advanced university degree (Master’s degree or equivalent) in development studies, international relations, economics, public policy, or other relevant academic discipline. • Minimum of 5 years of experience in finance policies and analysis, public financial management, and technical assistance, particularly in a development context. • Experience in advising countries and developing guidance on integrated approaches to development finance would be desirable. • Strong analytical and conceptual skills. • Excellent drafting and writing skills, including good communication abilities, are required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable. Knowledge of another UN official language is an advantage.
