Duties and Responsibilities

In accordance with General Assembly Resolution 49/37 (1995), the UN Secretariat is responsible for developing and rolling out training materials and standards to UN troop- and police-contributing countries (T/PCCs). Within the Secretariat, the Integrated Training Service of the Department of Peace Operations (ITS-DPO) leads this task. UN peace operations operate in challenging environments, requiring the right capabilities to meet the emerging and complex challenges of the 21st century. Many T/PCCs require support from ITS to fully prepare their personnel for deployment to UN peace operations. Peacekeeping is increasingly being shaped by rapid technological changes, complex threats, and the growing importance of data-driven decision-making. The UN recognizes that digital innovation is critical to strengthening the safety, security, effectiveness, and accountability of peacekeeping. The Strategy for the Digital Transformation, together with the Secretary-General’s Roadmap for Digital Cooperation and the Action for Peacekeeping Plus (A4P+) priorities, call for a technology enabled, innovative, and digitally skilled peacekeeping workforce. To support these agendas, ITS conducted a scoping study in 2025 to establish a baseline for the digital transformation of peacekeeping training. The study highlighted several areas for internal modernization, primarily through the adoption of new technologies and digital innovations and internal skills and competency training. Before ITS commit's resources, we require an audit of ITS to map processes and workflows against mandates and priorities as well as the training cycle. In order to do this, ITS requires one Process Auditor (herein referred to as the IC). The IC will be responsible for delivering the following outputs: 1. Review relevant documentation (mandates, policies, workplans, SOPs, reports). 2. Identify and map existing processes and workflows and highlight their links to ITS mandates, priorities in the training cycle as well as delegations of authority. 3. Identify inefficient, duplicative and parallel processes and workflows, bottlenecks, and gaps in processes as well as processes that can be conducted simultaneously. 4. Map and provide explanations where technology and digital innovation can be integrated within ITS and linked to the training cycle. 5. Submit a draft report with overall recommendations for ITS review and comments. 6. Deliver a final report including recommendations for the acceptance of ITS.

Qualifications/special skills

An advanced degree (Master’s degree or equivalent) in programme management, accounting, auditing, business administration, finance, or public administration. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years’ experience in auditing and/or reviewing organizational processes, operational audits, or management consulting is required. Experience in process mapping, workflow analysis, and organizational efficiency is required. Proven familiarity with UN or other large international organizational structures, peacekeeping mandates and peacekeeping training if desired. Excellent communication and drafting skills is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
