Duties and Responsibilities
Background The Resident Coordinator’s Office (RCO) coordinates the United Nations Development System at country level. In the Kingdom of Saudi Arabia, the RCO and the United Nations Country Team (UNCT) are preparing the United Nations Sustainable Development Cooperation Framework (CF) for 2027–2031. The CF consultation process will be anchored in national priorities, including Saudi Vision 2030 and the sustainable development priorities of KSA, and will be grounded in the United Nations Country Analysis (UNCA), UN Agenda 2030, the Sustainable Development Goals (SDGs) and the 6 Transitions, UN Normative programming, and guided by UN2.0 and Pact for the Future. Objective of the assignment The Senior Advisor will advise and support the UNRC, RCO Team, UNCT, and Cooperation Framework Results Groups through the process of shaping the 4 SPA Result areas for the next UNSDCF 2027 – 2031. Scope of work Under the overall guidance of the UN RC, and in close coordination with the UNSDCF Task Force, the Consultant will: 1. Review the previous UNSDCF, the latest UNCA, relevant evaluations and other documents, and available UNCT results data to identify priority themat areas, cross-cutting considerations, and advise on gaps to be addressed through consultations and analysis. 2. Advise on strategic consultations and topical dialogues to elicit actionable inputs relevant to Vision 2030, KSA sustainable development priorities, UN Agenda 2030 and the SDGs, overarching frameworks for UN Normative areas, UN2.0 and the 6 Transitions. 3. Advise on structured consultations with UNCT members, Results Groups, and relevant technical staff to validate UNCA challenges and opportunities and gap analysis, and Result Groups analysis and prioritization. 4. Advise on strategic positioning of the UN within the areas of priority identified through the strategic consultations.
Qualifications/special skills
A Masters degree in social sciences, economics, public health, international relations, law or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of relevant professional work experience in international development is required. Experience with positioning the UN system in complex environments is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
