Org. Setting and Reporting

The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent will lead the Network Service & ICT Workshop Team within the Field Technology Section (FTS), part of the Operations Management Unit (OMU). The OMU is responsible for optimizing all core technology operational activities, managing the program of operational telecommunication services and underlying infrastructure to ensure availability and performance at the highest industry standards. It provides emergency technology layers in support of force protection, protection of civilians, and overall mission safety and security. The position is based in Port-au-Prince and is located with the Field Technology Section in the Operations Management Unit. The Information Systems Officer , P3 will report to the Chief of Unit.

Responsibilities

Within delegated authority, the Information Systems Officer, P-3 is responsible for the following duties: Provides network engineering support to military and joint operations environments, including mission headquarters, sector commands, forward operating locations, and command‑and‑control facilities, ensuring secure, resilient, and continuous communications in support of operational planning and execution. Coordinates network operations and security requirements with uniformed components, security sections, and mission partners to support force protection, situational awareness, and operational readiness in high‑threat environments. Plans, designs, implements, operates, and maintains enterprise network infrastructure services, including LAN, WAN, WLAN and secure gateway environments, in support of mission‑critical operations. Ensures availability, performance, resilience, and security of network services through proactive monitoring, fault analysis, capacity planning, and lifecycle management of network systems and equipment. Administers and supports network security solutions, including firewalls, VPNs, and perimeter security devices, ensuring compliance with organizational security standards and best practices. Leads troubleshooting and resolution of complex network incidents and outages, coordinating with internal technical teams and external vendors to restore services within agreed service levels. Supervises and provides technical guidance to network engineering and workshop personnel; assigns work, reviews deliverables, and ensures adherence to operational procedures. Implements and maintains network monitoring and diagnostic systems to ensure real‑time visibility, performance reporting, and early detection of service degradation. Contributes to the development of standard operating procedures, documentation, and technical reports related to network operations, security, and service performance. Supports business continuity, disaster recovery, and emergency communications readiness through resilient network design and regular testing activities. Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in information management, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Possession of current Cisco professional‑level certification (such as CCNP or equivalent) and Check Point Security certification (such as CCSA/CCSE or equivalent) is required.

Work Experience

A minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, experience in network engineering and administration, including hands-on design and management of enterprise-level network infrastructures is required. Two (2) years experience providing services in the field of information systems or related areas to or in a field operation of the United Nations common system or comparable international organization, including supervision of network engineers and implementation of service management frameworks is required. Two years ' experience in the field of information systems or related areas in a conflict or post-conflict setting, proven track record of managing large-scale network projects from requirements analysis through implementation, including network modernization initiatives or security infrastructure deployments is required. Experience supporting network operations in military, peacekeeping, or high‑risk field mission environments, including command‑and‑control facilities, joint operations centres, or mission security infrastructure, is required. Advanced knowledge of enterprise network engineering, including routing, switching, and secure network design across multi‑site LAN, WAN, and WLAN environments, is required. Proven experience administering, configuring, and troubleshooting Cisco‑based network infrastructures and enterprise firewall and VPN security platforms, including Check Point or equivalent solutions, is required. Strong experience using network monitoring, diagnostic, and performance management tools to detect, analyze, and resolve complex network connectivity, performance, and availability issues is required. Knowledge of network security architecture, disaster recovery, business continuity, and redundancy design for mission‑critical ICT services is required.
