Programme Policy Officer NOC
OTHER SPECIFIC JOB REQUIREMENTS:
The National Officer will act as Deputy Head of Programme for the MCO’s work in the Caribbean (reporting to the Head of Programme / Deputy Country Director), as well as heading up the regional work on climate resilience and climate and disaster risk financing and insurance (CDRFI).
This will include helping set the strategic vision and priorities for the Programme Unit for the Caribbean, as well as leading the visioning, programme design and implementation support to WFP’s satellite offices around resilience and CDRFI. The officer be expected to support donor and government liaison, fundraising and other representational functions for WFP Caribbean office, and travel fruently to countries across the Caribbean region.
Key responsibilities include setting priorities for the Programme Unit, developing and monitoring workplans, coordinating technical support, helping manage risks across the Programme portfolio for the region, fostering collaboration across functional teams, and engaging with partners including national government institutions, civil society, United Nations agencies and country specific national agencies or partners.
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean. In this role, the incumbent may be required to:
- Lead the MCO’s work on climate and disaster risk financing and insurance (CDRFI) and anticipatory action
- Lead WFP’s role in advancing equitable and resilient food systems and livelihoods,
- Develop documentation on learning and increase WFP's visibility on DRF, AA and Climate Resilience to support the sustainability of our work on Disaster Risk Financing.
- Manage Satellite Office (SO) leads, support completion of thematic and SO work plans, and ensure completion of personal workplans for all supervisees
- Support the Programme Unit's emergency response activities across the region as required.
- Deploy to affected countries to assist with Programme operations as required.
- Work beyond regular working hours to support emergency response efforts as required.
QUALIFICATIONS AND EXPERIENCE:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English language and the duty station’s language, if different.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has experience working across the Program portfolio including VAM/Nutrition.
Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
Has engaged in policy discussions and provided input into policy decisions.

- Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements.
- Duty Station: Bridgetown, Barbados
- Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
