ORGANIZATIONAL CONTEXT:

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing.  In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.


This position is based in Bridgetown, Barbados and reports to Finance Officer.      

THE ROLE:

To coordinate and deliver a full range of specialized support services for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):


1. Act as an escalation point in providing procedural and technical support to staff within the areas of budget and programming, to ensure compliance with WFP financial policies, rules and regulations.

2. Review budget plans, monitor and conduct comprehensive analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources.
3. Review and provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
4. Support pipeline management ensuring efficient planning and monitoring, to prevent and address pipeline breaks and maximize operational effectiveness.
5. Actively participate and contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
6. Review and/or enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.
7. Review and analyze complex data, and prepare comprehensive periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders. Job Profile: Senior Budget & Programming Associate G7 CCOG: 2.1.03.b. Page 2 of 4 Last revision: 1 April 2022
8. Communicate with a wide range of stakeholders regarding complex project funds management matters and related processes, to resolve any current/potential issues preventing from optimization of funds.
9. Co-ordinate and supervise work of other support staff, and support their learning and development in budget planning, fund management and operational planning, to ensure continued development and consistency in services delivered.
10. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis

Other Responsibilities:

  • Post all manual payments, prepare weekly payment proposals
  • Ensure that payments are processed in a timely manner, resolve complex issues relating to the disbursement or replenishment of funds in line with WFP rules and regulations.
  • Monitor, control and analyse general ledger accounts in order to initiate and achieve corrective actions.
  • Prepare and analyse financial and statistical reports based on the established frequency and provide recommendations for further actions to the Finance Officer or other staff, to facilitate informed decision-making.

OTHER POST REQUIREMENTS:

WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:

  • Support the Unit's emergency response activities.
  • Deploy to affected countries to assist with Unit operations as required.
  • Work beyond regular working hours to support emergency response efforts.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. A post-secondary certificate in the related functional area


Experience: Seven or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge and Skills:


• Has experience coaching and training high-potential staff or new staff members to contribute to a variety of budget analyses.
• Has supported the design and improvement of budgetary management techniques.
• Has coordinated project management activities.

Language: General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.

General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

  • Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements.
  • Duty Station: Bridgetown, Barbados
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
